    Do Articles 1, 2 and 18 of Directive 2003/55/EC (1) and Article 3 of Regulation No 1775/2005/EC (2) preclude national legislation establishing a separate tariff regime for the transit activity, which derogates from the rules governing transportation, by creating a distinction, within the transportation activity, between ‘transmission’ and ‘transit’?
