    Is Article 10(c) and (d)(i), (ii) and (v) of Directive 2014/24/EU ( 1 ) of the European Parliament and of the Council of 26 February 2014‘on public procurement and repealing Directive 2004/18/EC’ compatible with the principle of equal treatment, whether or not read in conjunction with the principle of subsidiarity and with Articles 49 and 56 of the Treaty on the Functioning of the European Union, since the services mentioned therein are excluded from the application of the procurement rules in the aforementioned Directive which nevertheless guarantee full competition and free movement in the procurement of services by public authorities?
