The European Parliament,

having regard to the letter of 18 September 2012 from the Chair of the Committee on Constitutional Affairs, |
— |
having regard to Rule 211 of its Rules of Procedure, |

Decides to append the following interpretation to Rule 191(1) of its Rules of Procedure: "Only full members of a committee who have been elected in accordance with Rule 186 may be elected to the bureau of that committee."; |
2. |
Instructs its President to forward this decision to the Council and the Commission, for information. |
