The action is dismissed as inadmissible.

2.

GS Gesellschaft für Umwelt- und Energie-Serviceleistungen mbH shall bear its own costs and pay those incurred by the European Parliament and by the Council of the European Union.

3.

There is no need to adjudicate on the Kingdom of Spain’s application for leave to intervene.
