The Tribunal:

1.

Annuls the decisions of the European Commission of 20 May 2011 and of 19 May 2011 addressed respectively to Mr Verile and Ms Gjergji;

2.

Orders the European Commission to bear its own costs and to pay the costs incurred by Mr Verile and Ms Gjergji.
