Do the provisions of Directive 2003/37/EC (1) of the European Parliament and of the Council of 26 May 2003 on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units and repealing Directive 74/150/EEC apply to the supply to the EU market and registration of used or second-hand vehicles manufactured outside the European Union or can Member States regulate the registration of such vehicles in a Member State by special national rules and impose requirements applicable to such registration (for example, the obligation to comply with the requirements of Directive 2003/37/EC)? |

Can Article 23(1)(b) of Directive 2003/37/EC of the European Parliament and of the Council of 26 May 2003 on type-approval of agricultural or forestry tractors, their trailers and interchangeable towed machinery, together with their systems, components and separate technical units and repealing Directive 74/150/EEC, read in conjunction with Article 2(q) thereof, be interpreted as laying down that the provisions of the directive are applicable to machinery in categories Tl, T2 and T3 manufactured after 1 July 2009? |
