The Court:

1.

Dismisses the action;

2.

Orders Port de Bruxelles and Région de Bruxelles-Capitale to pay, in addition to their own costs, the costs incurred by the European Commission;

3.

Orders the Kingdom of Belgium to bear its own costs.
