1.   Resumption of session

The sitting opened at 17.05.

2.   Approval of Minutes of previous sitting

The Minutes of the previous sitting were approved.

3.   Statements by the President

The President made a statement in which he welcomed the fact that Spain had voted in favour of the European Constitutional Treaty the previous Sunday. On behalf of Parliament, he had congratulated the Spanish Prime Minister and the political parties that had taken part in the process.

The President then made a statement on President Bush's visit to Brussels, announcing that he was to take part in the meeting between the US President, the Presidents of the Council and Commission and the 25 EU Heads of State and Government.

4.   Verification of credentials

On a proposal from the JURI Committee, Parliament validated the mandate of Pedro Guerreiro.

5.   Membership of committees and delegations

6.   Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

Cooperation Agreement between the European Community and its Member States, of the one part, and the Swiss Confederation, of the other part, to combat fraud and any other illegal activity to the detriment of their financial interests;

Agreement between the European Community and the Swiss Confederation concerning the criteria and mechanisms for establishing the state responsible for examining a request for asylum lodged in a Member State or in Switzerland;

Agreement between the European Community and the Swiss Confederation concerning the participation of Switzerland in the European Environment Agency and the European Environment Information and Observation Network;

Agreement between the European Union, the European Community and the Swiss Confederation on the Swiss Confederation's association with the implementation, application and development of the Schengen ‘acquis’;

Agreement between the European Community and the Swiss Confederation in the audiovisual field, establishing the terms and conditions for the participation of the Swiss Confederation in the Community programmes MEDIA plus and MEDIA training;

Agreement between the European Community and the Swiss Confederation providing for measures equivalent to those laid down in Council Directive 2003/48/EC on taxation of savings income in the form of interest payments;

Council request for the application of urgent procedure (Rule 134) for:

Proposal for a Council regulation amending Regulation (EC) No 2792/1999 as regards a specific action for transfers of vessels to countries hit by the tsunami in 2004 [COM(2005)0036 — C6-0036/2005 — 2005/0005 CNS)]

Reason for request:

In view of the urgent situation with regard to fisheries in the areas hit by the tsunami in December 2004, the proposal laid down a legislative framework that was essential in order for Member States to be able to send small vessels to the fishing communities concerned.

Proposal for a Council regulation imposing certain specific restrictive measures directed against certain persons and entities in view of the situation in Côte d'Ivoire [COM(2004)0842 — C6-0023/2005 — 2004/0286(CNS)]

Reason for request:

It was vital that the regulation be adopted as soon as possible to avoid funds and resources being transferred that should remain frozen.

Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
