1. Resumption of the session
The sitting opened at 17.00.
2. Statements by the President
The President referred to the exceptional presence in the Chamber of a team of technicians producing a film that would be shown at an exhibition on Parliament’s work due to open shortly at the new visitor centre in Brussels.
The President made a statement on the occasion of the 70th anniversary of the entry of the Red Army into Lithuania, Latvia and Estonia on 17 June 1940. He added that in 1983 Parliament had condemned the annexation of those countries
The President made a statement on the occasion of the first anniversary of the presidential elections in Iran. He referred to the many executions and imprisonments that had taken place over the year and expressed Parliament’s opposition to the death penalty and its commitment to freedom of expression.
The President condemned the murder on 3 June 2010 in Turkey of Bishop Luigi Padovese, President of the Turkish Episcopal Conference, whose funeral had been held that day in Milan.
The President stated that on 12 June 2010 he had represented Parliament during demonstrations commemorating the 25th anniversary of the signing of the Treaty of Accession of Spain and Portugal to the Community.
The President announced that he had visited Luxembourg on 13 June 2010 on the occasion of the 25th anniversary of the Schengen Accords.
The President stated that he had made official visits to Greece and Romania to express support for those countries in the current difficult circumstances.
The President mentioned the recent parliamentary elections in Belgium, the Netherlands and Slovakia, and expressed the hope that those countries would soon be able to form governments.
3. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.

Luis Manuel Capoulas Santos had made known that technical problems with his voting machine on 9 March 2010 had prevented him from voting in favour during the eight roll-call votes held on that day.
4. Composition of Parliament
The UK authorities had given notice of the election to the European Parliament of Keith Taylor to replace Caroline Lucas with effect from 2 June 2010.
The Hungarian authorities had given notice of the election to the European Parliament of:

Ildikó Gáll-Pelcz to replace Pál Schmitt with effect from 2 June 2010; |
— |
Béla Kovács to replace Zoltán Balczó with effect from 31 May 2010. |
Under Rule 4(1), Parliament noted these appointments.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Keith Taylor, Ildikó Gáll-Pelcz and Béla Kovács would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
5. Request for the defence of parliamentary immunity
Bruno Gollnisch had addressed to the President a request to defend his privileges and immunities in connection with legal proceedings in progress before the Lyon courts.
Under Rule 6(3), the request had been referred to the committee responsible, the JURI Committee.

13. Transfers of appropriations
Under Article 24(4) of the Financial Regulation as interpreted by point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission’s proposal for transfer of appropriations DEC 09/2010 (N7-0015/2010 - C7-0084/2010 – 2010/2044(GBD)).
Under Article 24(4) of the Financial Regulation as interpreted by point 20 of the Joint Declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee on Budgets had authorised the Commission’s proposal for transfer of appropriations DEC 10/2010 (N7-0020/2010 - C7-0108/2010 – 2010/2062(GBD)).

16. Request for the waiver of parliamentary immunity (developments)
Following Parliament’s decision of 16 May 2006 (minutes of 16.5.2006, item 8.12) to waive the immunity of Tobias Pflüger in connection with legal proceedings pending before the Munich I district Chief Public Prosecutor, the competent German authorities informed Parliament, in accordance with Rule 7(9) of the Rules of Procedure, of the judgment delivered by this court on 6 April 2010.
This communication will be transmitted for information to the Committee on Legal Affairs.
