Proposal and amended proposal for a Council Decision concerning the fifth framework programme of the European Atomic Energy Community (Euratom) for research and training activities (1998 to 2002) (COM(97)0142 - C4-0234/97 and COM(97)0439 - C4-0410/97 - 97/0120(CNS))

The proposal was approved with the following amendments:

To ensure the utmost coordination and to promote a maximum of scientific and technological exchange between these two research programmes, the management committee responsible for this Euratom research programme shall coordinate its activities in the appropriate way with the management committee set up for the energy research under the fifth framework programme.

The maximum overall amount for Community participation in the fifth framework programme shall be ECU 1 300 million10. If this amount is consistent with the financial perspective over the period 2000 - 2002 it shall be deemed to be confirmed. In all other cases the annual appropriations allocated by the budgetary authority shall be consistent with the financial perspective of each of those years.

2. Before submitting its proposal for a sixth framework programme, the Commission shall have an external assessment conducted by independent high level experts into the implementation of the activities in the areas referred to in Article 1(2), carried out during the five years preceding that assessment, in the light of the criteria set out in particular in Annex I. The Commission shall communicate the conclusions thereof, together with its comments, to the European Parliament, the Council and the Economic and Social Committee.

Article 5a

As part of the ITER (International Thermonuclear Experimental Reactor) Programme, a select International Parliamentary Committee (IPC) shall be set up in which, in accordance with a specific formula, members of the parliaments of the ITER participants: European Union, United States of America, Japan and Russia, shall be represented. They shall be kept informed of the technical and financial results of ITER. The IPC shall be entitled to receive information and to be consulted. The Commission shall take the initiative in this respect, in agreement with the European Parliament. The costs incurred by the IPC shall be borne by the ITER Programme.

- having been consulted by the Council (C4-0234/97 and C4-0410/97),

- having regard to Rule 58 of its Rules of Procedure,

- having regard to the report of the Committee on Research, Energy, Technological Development and Research and the opinions of the Committee on Agriculture and Rural Development, the Committee on Budgets, the Committee on Economic and Monetary Affairs and Industrial Policy and the Committee on the Environment, Public Health and Consumer Protection (A4-0395/97),

2. Calls on the Commission to alter its proposal accordingly pursuant to Article 119, second paragraph, of the Euratom Treaty;

4. Calls for the conciliation procedure to be opened should the Council intend to depart from the text approved by Parliament;

5. Asks to be consulted again should the Council intend to make substantial modifications to the Commission proposal;

6. Instructs its President to forward this opinion to the Council and Commission.
