COUNCIL JOINT ACTION 2005/586/CFSP
of 28 July 2005
extending and amending the mandate of the European Union Special Representative for the African Great Lakes Region
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Articles 14, 18(5) and 23(2) thereof,
Whereas:
(1) |
On 8 December 2003 the Council adopted Joint Action 2003/869/CFSP (1) amending and extending the mandate of the Special Representative of the European Union for the African Great Lakes Region. |
(2) |
On 28 June 2004 the Council adopted Joint Action 2004/530/CFSP (2) extending the mandate of the Special Representative of the European Union for the African Great Lakes Region and amending Joint Action 2003/869/CFSP. |
(3) |
On 2 February 2005 the Council adopted Joint Action 2005/96/CFSP (3) amending and extending the mandate of the Special Representative of the European Union for the African Great Lakes Region until 31 August 2005. |
(4) |
On 2 May 2005, the Council adopted Joint Action 2005/355/CFSP (4) on the European Union mission to provide advice and assistance for security sector reform in the Democratic Republic of the Congo (DRC), providing for a specific role for the European Union Special Representative (EUSR). |
(5) |
On the basis of a review of Joint Action 2003/869/CFSP the mandate of the EUSR should be amended and extended for a further six months. |
(6) |
The EUSR will implement his mandate in the context of a situation which may deteriorate and could harm the objectives of the Common Foreign and Security Policy as set out in Article 11 of the Treaty, |
HAS ADOPTED THIS JOINT ACTION:
Article 1
The mandate of Mr Aldo AJELLO as the European Union Special Representative (EUSR) for the African Great Lakes Region is hereby extended until 28 February 2006.
Article 2
Joint Action 2003/869/CFSP is hereby amended as follows:

Article 3 shall be replaced by the following: ‘Article 3 In order to achieve the policy objectives, the mandate of the EUSR shall be to:

Article 5(1) shall be replaced by the following: ‘1. The financial reference amount intended to cover the expenditure related to the mandate of the EUSR shall be EUR 460 000.’ |
Article 3
This Joint Action shall enter into force on the day of its adoption.
It shall apply from 1 September 2005.
Article 4
This Joint Action shall be published in the Official Journal of the European Union.
