++++ ANNEX II JOINT DECLARATION ON THE ARRANGEMENTS GOVERNING ACCESS TO THE MARKETS OF THE FRENCH OVERSEAS DEPARTMENTS FOR PRODUCTS ORIGINATING IN THE ACP STATES REFERRED TO IN ARTICLE 2 ( 2 ) OF THE CONVENTION THE CONTRACTING PARTIES REAFFIRM THAT CHAPTERS 1 AND 3 OF TITLE I OF THE CONVENTION APPLY TO THE RELATIONS BETWEEN THE FRENCH OVERSEAS DEPARTMENTS AND THE ACP STATES . THE COMMUNITY SHALL HAVE THE RIGHT , DURING THE LIFE OF THE CONVENTION , TO AMEND , IN THE LIGHT OF THE ECONOMIC DEVELOPMENT REQUIREMENTS OF THE FRENCH OVERSEAS DEPARTMENTS , THE ARRANGEMENTS GOVERNING ACCESS TO THE LATTER'S MARKETS FOR PRODUCTS ORIGINATING IN THE ACP STATES REFERRED TO IN ARTICLE 2 ( 2 ) OF THE CONVENTION . WHEN EXAMINING THE POSSIBLE APPLICATION OF THIS RIGHT THE COMMUNITY WILL TAKE INTO CONSIDERATION THE DIRECT TRADE BETWEEN THE ACP STATES AND THE FRENCH OVERSEAS DEPARTMENTS . INFORMATION AND CONSULTATION PROCEDURES SHALL APPLY BETWEEN THE PARTIES CONCERNED IN ACCORDANCE WITH THE PROVISIONS OF ARTICLE 16 .
