Title: Aid to reduce the cost of replacement feed in the grassland areas affected by drought in 2001

Objective: In order to compensate for the drought-related damage to the forage production of livestock farms Austria proposes to grant the following aid towards purchasing roughage or roughage substitute:

- ATS 0,80 per kg of hay purchased

- ATS 160 per each corn/grass silage ball purchased

- ATS 3600 ha of corn on the cob (Mais am Stamm) purchased

- ATS 0,30 per kg of feeding straw purchased

- ATS 0,10 per kg corn silage purchased

- ATS 0,80 per kg of roughage replacement product purchased

- ATS 0,60 per kg dry fodder purchased

The fodder purchased must be intended to replace a shortfall in the beneficiary's own forage production. Livestock farmers with no forage area and sellers of roughage or its substitutes will receive no aid under the draft directive. The aid is granted as a one-off measure and only upon presentation of the proof of purchase completed in the period between 1 August 2001 and 30 January 2002. The aid measure is applicable only in the following areas: Burgenland (districts Eisenstadt, Güssing, Jennersdorf, Mattersburg, Neusiedl/See, Oberpullendorf, Oberwart), Carinthia (all districts), Lower Austria (districts Baden, Bruck/Leitha, Mödling, Neunkirchen, Wn. Neustadt, Wien-Umgebung), Styria (all districts) and the Tyrol (district Lienz). Since in Carinthia aid is granted only pursuant to the Carinthian Directive, aid No N 658/01, and Carinthia is included in the present notification only for administrative reasons (an Austrian Federal Government subsidy to the Carinthian aid measure N 658/01 with no increase in the aid leval in Carinthia) the part of the notification concerning Carinthia falls outside the scope of this decision

Legal basis: Sonderrichtlinie des Bundesministers für Land- und Forstwirtschaft, Umwelt und Wasserwirtschaft (BMLFUW) zur Abfederung der Zusatzaufwendungen für Ersatzfuttermittel in von der Dürre 2001 besonders betroffenen Grünlandgebieten

Budget: ATS 150000000 (approximately EUR 10,9009 million), nationally financed

Aid intensity or amount: The maximum amount of aid per holding is ATS 2000 (EUR 145,35) for each hectare of forage area. Minimum payable aid amount is ATS 2000 (EUR 145,35) per holding and the aid may not exceed ATS 40000 (EUR 2907) per holding
