Amendments to the Explanatory Note to Article 17 of the pan-Euro-Mediterranean protocols on rules of origin

The Note to Article 17 — ‘Certification of origin for the purpose of pan-Euro-Mediterranean cumulation’, the paragraph ‘Mandatory use of the movement certificate EUR-MED’, shall be completed with the following example:

Example of cumulation applied in one of the countries referred to Articles 3(1) and 4(1) when an originating product is exported to one of the Mediterranean countries.

Swiss white chocolate in bulk (HS 1704) is imported into the Community where the chocolate bars are formed and packed for sale. The Community originating status of chocolate (HS 1704) is obtained on the basis of cumulation with Switzerland therefore when the chocolate is exported to Tunisia, the Community customs administration must issue a movement certificate EUR-MED containing a statement ‘Cumulation applied with Switzerland’.
