Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: Estimated annual amount: EUR 30 million

Maximum aid intensity: Up to 100 % of the market value of the crops destroyed

Date of implementation: From the day after the publication on the website of the Commission's Directorate-General for Agriculture and Rural Development that the exemption for the aid scheme has been registered.

Duration of scheme or individual aid award: Four years from the date of ascertaining the final damage to the holding caused by the mildew in 2007.

Objective of aid: To compensate the damage caused by the 2007 mildew outbreak (Plasmopara viticola). The aid will be granted in accordance with Article 10 of Regulation (EC) No 1857/2006. We are therefore sending you the aforementioned Italian Decree No 618 of 25 June 2010 of the Director-General of the Agricultural Structural Interventions Department of the Regional Ministry of Agricultural Resources and Food approving the implementing provisions for the aid established by Article 81(1) of Italian Regional Law No 11 of 12 May 2010, which also specifies the geographical limits of the damaged areas.

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: The maximum amount planned over the 2010-2013 three-year period is EUR 1 600 000, i.e. EUR 400 000 per year.

Maximum aid intensity: Gross aid intensity may not exceed 70 % of the costs of tests performed by or on behalf of third parties to determine the genetic quality or yield of livestock, with the exception of tests performed by the owner of the livestock and routine controls of milk quality.

Date of implementation: The aid scheme will be implemented from the date on which the identification number of the exemption request provided for in Regulation (EC) No 1857/2006 is published on DG AGRI's website.

Duration of scheme or individual aid award: 2010-2013

Objective of aid: The aid is intended to encourage Catalan cattle, sheep and goat livestock farmers to carry out official milk yield checks; quantitative and qualitative milk production data are then extracted from these checks to evaluate breeding animals’ genetic qualities in order to improve the breed and modernise livestock farms. The aid will be paid out to livestock farmer associations and groups for providing technical assistance to farmers to carry out programmes to determine the genetic quality or milk yields of cows, sheep and goats.

The aid must not involve direct payments to producers.

The costs of official tests performed by or on behalf of third parties constitute eligible expenditure, with the exception of controls undertaken by the owner of the livestock and routine controls of milk quality, as per the provisions of Article 16(1)(b) of Regulation (EC) No 1857/2006.

Legal basis: Orden AYG/866/2010, de la Consejería de Agricultura y Ganadería, por la que se convocan las ayudas destinadas a paliar las pérdidas de producción y los daños ocasionados por la plaga de Topillo Campesino (Microtus arvalis) en el territorio de la Comunidad de Castilla y León declaradas indemnizables en virtud de las Órdenes AYG/1191/2007, de 29 de junio y AYG/1401/2007, de 28 de agosto.

This aid scheme falls within the scope of the exemption provided for in Commission Regulation (EC) No 1857/2006 of 15 December 2006 and complies with the provisions of Article 10(2) of that Regulation.

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: EUR 115 000

Maximum aid intensity: The maximum aid intensity per farmer will be calculated on the basis of the actual losses sustained on each plot of land belonging to the farm, where the pest infestation is confirmed as having affected more than 15 % of normal production on irrigated land and 30 % of normal production on non-irrigated land.

Once the affected plots have been determined, the market value of the losses will be determined by multiplying the difference between expected production and actual final production by the average market price for the product concerned, the latter being calculated as the average of the prices for 2005, 2006 and 2007 (up to and including September), and applying in each case a threshold of 15 % on irrigated land and 30 % on non-irrigated land.

In any event the aid intensity may not exceed 100 % of the losses.

Date of implementation: From the date on which the identification number of the exemption request is published on the website of the Commission’s Directorate-General for Agriculture and Rural Development.

Duration of scheme or individual aid award: Annual scheme

Objective of aid: To provide compensation for the physical damage caused by the infestation of common voles (Microtus arvalis) in the territory of the Autonomous Community of Castile-Leon and for the loss of income, so as to ensure the viability of the agricultural holdings affected.

Legal basis: Proyecto de Real Decreto por el que se establecen las bases reguladoras para la concesión de las subvenciones para la repoblación de la explotación en caso de vaciado sanitario en el marco de los programas nacionales de lucha, control o erradicación de la tuberculosis bovina, brucelosis bovina, brucelosis ovina y caprina, lengua azul y encefalopatías espongiformes transmisibles (pendiente de publicación en el Boletín Oficial del Estado).

Conditions for receiving the aid have been clarified and, in order to calculate the aid, the various forms of compensation that farmers can receive for the slaughter of their animals have been taken into account so as to avoid overpaying compensation.

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: State budgetary expenditure to be granted overall to beneficiaries will total a maximum of EUR 2 million annually from 2011 until 2013 (inclusive), with an estimated total of EUR 6 million.

Maximum aid intensity: The cost of purchasing animals to repopulate the farm (following the preventive depopulation of the farm) is financed in accordance with Article 10(2)(a) and (b) of Commission Regulation (EC) No 1857/2006 of 15 December 2006. The maximum amount of aid will be the remainder of the overall cost of purchasing or leasing the livestock after deducting the amounts received as compensation for the compulsory slaughter of the livestock, the amount received from the slaughter house or meat industry for that livestock, and the corresponding insurance payment should the policy cover the risk of livestock health improvement measures. Aid will thus be limited to 75 % of the value of the animals slaughtered, and the maximum amount per holding will be EUR 60 000.

Date of implementation: From the date of publication of the identification number of the request for exemption on the website of the Commission's Directorate-General for Agriculture and Rural Development. The aid may not be applied for before that date.

Duration of scheme or individual aid award: Until 31 December 2013. A call for proposals will be published annually.

Objective of aid: To provide transparent aid for stockbreeders to repopulate their holdings in the event of preventive depopulation in the context of national programmes to combat, control or eradicate bovine TB and brucellosis, ovine and caprine brucellosis, bluetongue and transmissible spongiform encephalopathies.

Aid will be granted for purchases or lease-purchases made before or after the submission of the application, and may be granted for purchases or lease-purchases with a multi-annual implementation date, providing the provisions of Article 57 of Royal Decree No 887/2006 of 21 July 2006 approving the implementing regulations of the General Law on Aid No 38/2003 of 17 November 2003 are respected.

This aid is provided under Article 10(2) of Regulation (EC) No 1857/2006.

Sector(s) concerned: Small or medium-sized livestock businesses operating in the primary production sector, in the event of preventive depopulation in the context of national programmes to combat, control or eradicate bovine TB and brucellosis, ovine and caprine brucellosis, bluetongue and transmissible spongiform encephalopathies.

Maximum aid intensity: The maximum intensity for the capital works will be up to 100 % where a grant is awarded for the conservation for non-productive heritage features located on agricultural holdings. However, the maximum rate of grant will be reduced in line with rates set out in Article 5 of Commission Regulation (EC) No 1857/2006, if appropriate.

Maximum aid intensity for Article 15–100 %.

Date of implementation: 17 August 2010.

Duration of scheme or individual aid award: The scheme will start on 17 August 2010. The scheme will close on 30 September 2013. Last date of payment will be 30 September 2013. No payments will be made until the 17 August 2010.

Objective of aid: To provide support for measures that will conserve and enhance the landscape character and important heritage features in the South Wales area.

To promote understanding and enjoyment of the landscape, biodiversity and cultural heritage.

This will be paid in line with Article 5.2 of Regulation (EC) No 1857/2006.

To provide support for the preservation and improvement of the natural environment.
