having regard to the Interinstitutional Agreement of 2 December 2013 between the European Parliament, the Council and the Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management (4),

having regard to Council Decision 2014/335/EU, Euratom of 26 May 2014 on the system of own resources of the European Union (5),

having regard to Draft amending budget No 7/2020, which the Commission adopted on 6 July 2020 (COM(2020)0424),

having regard to the position on Draft amending budget No 7/2020 which the Council adopted on 4 September 2020 and forwarded to Parliament on 7 September 2020 (10430/2020 — C9-0283/2020),

having regard to Rules 94 and 96 of its Rules of Procedure,

having regard to the report of the Committee on Budgets (A9-0163/2020),

A.

whereas the purpose of Draft amending budget No 7/2020 is to update the revenue side of the budget to take account of the latest developments,

B.

whereas the COVID-19 pandemic has drastically changed the outlook for the Union economy and the Commission spring 2020 forecast expects the Union economy to contract by a record 7,5 % this year, followed by a rebound of 6,1 % in 2021, not enough to fully make up for this year’s loss, and whereas the worsening economic situation is reflected in the own resources forecast for 2020,

C.

whereas two types of adjustments to the revenue side of the budget are required, namely an update of the estimates for Traditional Own Resources (TOR) as well as for the own resources based on the Value Added Tax (VAT) and Gross National Income (GNI) to take account of more recent economic forecasts, and an update of the UK correction,

D.

whereas the other revenue also needs to be updated to take into account finally cashed fines and penalty payments until June 2020 and negative exchange rate differences,
