Call for applications in connection with the renewal of members of the ‘European Energy and Transport Forum’

By Decision of 11 July 2001 (1), the Commission has set up a Consultative Committee, the European Energy and Transport Forum, to advise the Commission on matters of energy and transport policy. As the mandate of the current Forum members has lapsed, the Commission is therefore calling interested persons to submit applications in connection with of the renewal of the Forum.

In accordance with the above Decision, the Forum comprises 34 full members, including 6 trade union representatives not covered by this call for applications. One alternate member shall be appointed for every full member. The Commission shall select individual members for a two-year renewable mandate.

Forum members are required to give the Commission an independent opinion, free from outside influence, and to respect the conditions of confidentiality mentioned in the Commission Decision establishing the Forum. They must be nationals of a European Union country or, if appropriate a European Economic Area country. The distribution of members is as follows:

nine (9) members representing operators (energy producers and land, sea and air freight carriers, manufacturing industry),

five (5) members representing networks and infrastructures (gas, electricity, rail, road, ports, airports, air traffic control),

seven (7) members representing users and consumers (transport users, energy consumers, demand management),

six (6) members representing unions,

five (5) members representing environmental organisations and organisations responsible for safety particularly in the field of transport,

two (2) members from the academic world or from think tanks.

The Commission shall select members on the basis of the applications received under this Call and taking into account the following selection criteria:

proven competence and experience in areas relevant to energy and transport policies, representativeness, including at European and/or international level. In this context, applicants must either currently hold, or previously have held, the following positions:

either as executive managers in business, preferably with experience of developing trans-national projects in the areas of activity relating to operators, networks and infrastructures,

or as managers within associations, organisations or businesses with national responsibility for fields relating to users, consumers, environmental protection and safety,

or in universities or think tanks for managerial duties,concerning studies, for example, or institutes/specialised research centres; academics must also demonstrate their competence in European affairs (for example: special duties, publications, etc.);

ability to contribute to strategic discussions, consider matters relating to energy and transport as well as the interaction between the two policy areas,

balance in terms of specialists from the various areas of activity, gender (2) and geographical origin.

Each application must be completed in one of the official languages of the European Union, clearly indicating the nationality of the applicant and including the necessary documentation. All applicants must document their professional experience and expertise in full (by means of a curriculum vitae and/or letter in support of their application, for example).

Applications, duly signed, must be sent no later than two months after the date of publication of this notice. Following this date, the Commission will proceed to appoint the full and alternate members of the Forum. Applications must be sent:

Applications, initially not selected, may be considered for future membership vacancies.

The list of the members of the European Energy and Transport Forum will be published in the Official Journal of the European Union. The Commission will reimburse travel and subsistence expenses in connection with Forum activities in accordance with the provisions in force within the Commission. There will be no remuneration for the performance of members' duties.
