COUNCIL JOINT ACTION 2005/96/CFSP

of 2 February 2005

amending and extending the mandate of the Special Representative of the European Union for the African Great Lakes Region

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Articles 14, 18(5) and 23(2) thereof,

Whereas:

(1)

On 8 December 2003 the Council adopted Joint Action 2003/869/CFSP (1) amending and extending the mandate of the Special Representative of the European Union (‘EUSR’) for the African Great Lakes Region.

(2)

On 28 June 2004 the Council adopted Joint Action 2004/530/CFSP (2) amending and extending until 28 February 2005 Joint Action 2003/869/CFSP.

(3)

On the basis of a review of Joint Action 2003/869/CFSP, the mandate of the EUSR should be extended for a further six months.

(4)

On 9 December 2004 the Council adopted Joint Action 2004/847/CFSP (3) on the European Union Police Mission in Kinshasa (DRC) regarding the Integrated Police Unit (EUPOL ‘Kinshasa’), which designates a specific role for the EUSR. His mandate should be modified accordingly,

HAS ADOPTED THIS JOINT ACTION:

Article 1

The mandate of Mr Aldo AJELLO as the EUSR for the African Great Lakes Region is hereby extended until 31 August 2005.

Article 2

Joint Action 2003/869/CFSP is hereby amended as follows:

1.

The following subparagraph shall be added to Article 3:

‘(j)

give local political guidance to the Head of Mission/Police Commissioner of the European Union Police Mission in Kinshasa (DRC) (“EUPOL Kinshasa”).’;

2.

Article 5(1) shall be replaced by the following:

‘1.   The financial reference amount intended to cover the expenditure related to the mandate of the EUSR shall be EUR 440 000.’

Article 3

This Joint Action shall enter into force on the day of its adoption.

Article 4

This Joint Action shall be published in the Official Journal of the European Union.
