(Text with EEA relevance)

(2004/386/EC)

THE COMMISSION OF THE EUROPEAN COMMUNITIES,

Having regard to the Treaty establishing the European Community,

Having regard to Council Decision 90/424/EEC of 26 June 1990 on expenditure in the veterinary field (1), and in particular Article 20 thereof,

Whereas:

(1)

Pursuant to Decision 90/424/EEC the Community is to undertake or assist the Member States in undertaking the technical and scientific measures necessary for the development of Community veterinary legislation and for the development of veterinary education or training.

(2)

At the request of both the European Union and the United States of America, the World Organisation for Animal Health (OIE) convened a meeting at its headquarters on 11 February 2004 with representatives of both parties. The discussions were conducted under the auspices of the OIE in order to solve the problems associated with the interpretation of and the adherence to the current OIE standards in the Terrestrial Animal Health Code of the OIE on BSE (Terrestrial Code).

(3)

The final outcome of the discussions could be of use for further proposals for amendment of the Terrestrial Code on BSE and subsequently be part of the further development of Community veterinary legislation.

(4)

The Community should consequently support the participation by the European Union in the OIE delegated process for which the costs are budgeted at EUR 8 000 for each delegation.

(5)

The financial resources necessary for the Community contribution to the OIE mediated process in February 2004 should therefore be engaged.

(6)

The measures provided for in this Decision are in accordance with the opinion of the Standing Committee on the Food Chain and Animal Health,

HAS DECIDED AS FOLLOWS:
