5. Transfers of appropriations
The Committee of Budgets had considered proposal for transfer of appropriations No 25/2003 (C5-0426/2003) — SEC(2003) 994).
The committee authorised the transfer, pursuant to Articles 24(3) and 181(1) of the Financial Regulation of 25 June 2002, in accordance with the following breakdown:

6. Membership of Parliament
The Portuguese competent authorities had given notice of the appointment of João Gouveia to replace Arlindo Cunha, as Member of Parliament, with effect from 15 October 2003.
The Portuguese competent authorities had given notice of the appointment of Raquel Cardoso to replace Jorge Moreira da Silva, as Member of Parliament, with effect from 16 October 2003.
The President drew attention to the provisions of Rule 7(5).
7. Membership of committees and delegations
At the request of the PPE-DE Group, Parliament ratified the following appointment:

8. Order of business
The next item was the order of business.
The final draft agenda for the October II and November I sittings (PE 336.401/PDOJ) had been distributed and a number of changes had been proposed (Rule 111):

Following the referral back to committee of the Luís Queiró report, Parliament examined three other requests, only one of which was approved:

request of the PPE-DE and GUE/NGL Groups to add Council and Commission statements on the next EU — Russia Summit, including the situation in Chechnya, without the tabling of motions for resolution, after the Elmar Brok report (A5-0348/2003); |

request of the GUE/NGL Group to add Council and Commission statements on the situation in Bolivia, with the tabling of motions for resolution; |
— |
request of the PSE Group to move forward the Emilio Menéndez del Valle report (A5-0351/2003), which was due to be debated during a night sitting, and to take it after the Council and Commission statements on the initiative in the UN for a universal moratorium on the death penalty. |
The following spoke: Ilkka Suominen, on behalf of the PPE-DE Group, to give the reasons for the first request and Daniel Marc Cohn-Bendit, on behalf of the Verts/ALE Group.
Francis Wurtz, on behalf of the GUE/NGL Group, who, referring to the subject of the second request, proposed adding a Commission statement on Bolivia to the evening sitting.
By EV (117 for, 86 against, 8 abstentions) Parliament approved the request of the PPE-DE and GUE/NGL Groups.
The two other requests fell.
The President then submitted Francis Wurtz's proposal to the House.
By EV (112 for, 99 against, 0 abstention), Parliament approved the proposal.
That item was added to the end of Wednesday's agenda.

Council request for the application of urgent procedure (Rule 112) for:

proposal for a Council decision on additional macro-financial assistance to Serbia and Montenegro amending Decision 2002/882/EC providing further macro-financial assistance assistance to the Federal Republic of Yugoslavia (C5-0428/2003). Reason for request: If Council were not formally to adopt the decision before the end of November, the Commission would be unable to spend the assistance before the end of the year and it would not be possible to provide funding from the current budget, to the detriment of Serbia and Montenegro's balance of payments. Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting. |
