COUNCIL DECISION (CFSP) 2025/1284
of 26 June 2025
amending Decision 2013/354/CFSP on the European Union Police Mission for the Palestinian Territories (EUPOL COPPS)
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof,
Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,
Whereas:

On 3 July 2013, the Council adopted Decision 2013/354/CFSP (1), which continued the European Union Police Mission for the Palestinian Territories (EUPOL COPPS) as from 1 July 2013. |

(2) |
On 25 June 2024, the Council adopted Decision (CFSP) 2024/1813 (2), which extended the mandate of EUPOL COPPS until 30 June 2025. |

(3) |
In its conclusions of 20 March 2025, the European Council reiterated that the European Union remains firmly committed to a lasting and sustainable peace based on the two-state solution and is ready to contribute to all efforts towards that solution, and called on all parties to refrain from actions that undermine its viability. The European Council further stated that the Union will continue to work with regional and international partners to that end and will continue supporting the Palestinian Authority and its reform agenda. |

On 30 April 2025, in the context of the coordinated strategic review of EUPOL COPPS and European Union Border Assistance Mission for the Rafah Crossing Point (EU BAM Rafah), the Political and Security Committee agreed that the mandates of both missions should be extended until 30 June 2027. |

(5) |
Taking into account information provided by Israel and the Palestinian Authority, EUPOL COPPS should be extended by one year. |

(6) |
Decision 2013/354/CFSP should therefore be amended accordingly. |

(7) |
EUPOL COPPS will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty, |
HAS ADOPTED THIS DECISION:
Article 1
Decision 2013/354/CFSP is amended as follows:

in Article 12(1), the following subparagraph is added: ‘The financial reference amount intended to cover the expenditure related to EUPOL COPPS for the period from 1 July 2025 until 30 June 2026 shall be EUR 13 315 915,25.’ ; |

(2) |
in Article 15, the third paragraph is replaced by the following: ‘It shall expire on 30 June 2026.’. |
Article 2
This Decision shall enter into force on the date of its adoption.
It shall apply from 1 July 2025.
