He was one of the scientists congratulated by Kim Jong Un in 2017 for the launch of the Hwasong-15 intercontinental ballistic missile (ICBM) and observed earlier engine tests and other ballistic launches. In 2016, he accompanied Kim Jong Un to a meeting with scientists in which research to mount nuclear warheads on tactical and strategic missiles was discussed.
