request of the GUE/NGL Group to add Council and Commission statements on the situation in Bolivia, with the tabling of motions for resolution;

request of the PSE Group to move forward the Emilio Menéndez del Valle report (A5-0351/2003), which was due to be debated during a night sitting, and to take it after the Council and Commission statements on the initiative in the UN for a universal moratorium on the death penalty.

Council request for the application of urgent procedure (Rule 112) for:

proposal for a Council decision on additional macro-financial assistance to Serbia and Montenegro amending Decision 2002/882/EC providing further macro-financial assistance assistance to the Federal Republic of Yugoslavia (C5-0428/2003).

Reason for request:

If Council were not formally to adopt the decision before the end of November, the Commission would be unable to spend the assistance before the end of the year and it would not be possible to provide funding from the current budget, to the detriment of Serbia and Montenegro's balance of payments.

Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
