Article -1

Article 1 of Regulation (EEC) No 3906/89 is replaced by the following:

'The Community shall make economic aid available to the countries of Central and Eastern Europe listed in the Annex in accordance with the criteria laid down in this Regulation and in accordance with their commitment to pluralist democracy based on the rule of law, human rights and fundamental freedoms, a multiparty system involving free and democratic elections, to the principles of a market economy and to social justice.¨

Article -1a

Article 10 of Regulation (EEC) No 3906/89 is replaced by the following:

'From 1990 the Commission shall draw up each year a report on the implementation of cooperation operations. The report shall be sent to the European Parliament, the Council and the Economic and Social Committee not later than three months after the end of the reporting period. In its report the Commission shall specifically address the question of whether or not all participant countries respect all the principles laid down in Article 1 of this Regulation.¨

(Consultation procedure)

The European Parliament,

- having regard to the Commission proposal to the Council, COM(94)0526 - 94/0271(CNS) (( OJ C 360, 17.12.1994, p. 21. )),

- having been consulted by the Council pursuant to Article 235 of the EC Treaty (C4-0260/94),

- having regard to Rule 58 of its Rules of Procedure,

- having regard to the report of the Committee on External Economic Relations and the opinions of the Committee on Foreign Affairs, Security and Defence Policy and the Committee on Budgets (A4-0088/95),

1. Approves the Commission proposal, subject to Parliament's amendments;

2. Calls on the Commission to amend its proposal accordingly, pursuant to Article 189a(2) of the EC Treaty;

3. Calls on the Council to notify Parliament should it intend to depart from the text approved by Parliament;

4. Asks to be consulted again should the Council intend to make substantial modifications to the Commission proposal;

5. Instructs its President to forward this opinion to the Council and Commission.
