Award of Grants for the development and coordination of practical projects Promoting the use of the Common Quality Assurance Framework (CQAF) in VET

1.   Objectives and description

The main objective of this call is to promote the use of the CQAF along with the establishment of robust trans-national and sustainable partnerships within and across countries. These must associate relevant bodies with institutional competencies and capacity for policy development and practical implementation of initiatives in the field of quality assurance in VET. The partnerships will carry out specific practical projects implying a number of experimental applications at different levels and address one or several of the following topics:

Instruments to assure and develop the quality of VET providers

Instruments enabling a better matching between qualification demand and training provision: sectors approaches

Make operational the reference set of quality indicators

The proposals will build on the previous achievement of European cooperation on quality assurance in VET (1).

2.   Eligible applicants

The partnerships could include, for example:

National, regional, local public authorities/bodies responsible for quality assurance systems in VET

Private/semi-private bodies with recognized capacity in QA (e.g. sectoral bodies)

Inspection, approval, evaluation and accreditation bodies

Social partner organisations

Organisations of training providers

Research institute/body/centre

Applicants must be legal entities established in one of the 25 Member States of the European Union, in one of the EFTA/EEA countries (Iceland, Liechtenstein, Norway) or in one of the candidate countries (Bulgaria, Romania, Turkey).

3.   Budget and duration of projects

The total budget earmarked for the co-financing of projects is estimated at EUR 500 000.

The call provides for awarding grants to around 5 pilot projects. Each grant can amount to a maximum of EUR 100 000. Community funding will not exceed 75 % of the eligible costs of any project. 20 % of the total budget must be used on financing follow-up activities. The European Commission reserves the right not to distribute all the funds available.

The maximum duration of projects is 12 months. Activities should begin between 1.11.2006 and 1.3.2007.

Applications must be sent to the Commission no later than 16 August 2006.
