WRITTEN QUESTION E-1513/96 by Guido Podestà (UPE) to the Council (25 June 1996) Subject: Delays at border posts Can the Council explain why there are often tailbacks of hundreds of vehicles at the border post on the stretch of motorway leading from France to Belgium, as a result of the checks made by French customs, bearing in mind that the two countries are signatories to the Schengen Agreement and that there should therefore be no systematic controls at the borders between them? Reply (14 October 1996) The Council does not have the information to answer the Honourable Member's question as the Schengen Agreement is an instrument concluded between Certain Member States outwith the framework of the Council.
