Initiative summary:
Based on an evaluation of the overall EU legal migration policy and an implementation report published in 2019, the Commission considers that the EU rules on long-term residents are currently under-used and do not provide an effective right to intra-EU mobility. The objective of the initiative would be to create a true EU permanent residence status, in particular by strengthening the right of long-term residents to move and work in other Member States.
