Parlament Europejski i Rada przyjęły rozporządzenie (WE) nr 1177/2003 dotyczące statystyk Wspólnoty w zakresie dochodów i warunków życia (EU-SILC), które zostało następnie opublikowane w Dz.U. Unii Europejskiej dnia 3 lipca 2003 r. Na mocy tego rozporządzenia w 2004 r. lub w 2005 r. we wszystkich Państwach Członkowskich UE, Islandii i Norwegii zostanie wdrożony projekt EU-SILC. Celem niniejszego rozporządzenia jest ustanowienie wspólnych ram dla systematycznego generowania statystyk Wspólnoty w zakresie dochodów i warunków życia (EU-SILC). EU-SILC stanie się źródłem odniesienia dla porównywalnych statystyk dotyczących dochodów . Ponieważ nowy projekt SILC jest źródłem wskaźników społeczno-ekonomicznych i ma być wykorzystany przez Radę i Komisję w walce z ubóstwem i wykluczeniem społecznym w UE, musi on spełniać wysokie normy jakości statystycznej; dotyczy to przede wszystkim wysokiego wskaźnika realizacji badania, niskich wartości błędów i pełnego pokrycia terytorialnego (geograficznego). Kontekst polityki Projekt SILC ma być także rozpoczęty w dziesięciu nowych Państwach Członkowskich. Jednakże wydaje się, że wszystkie te nowe Państwa Członkowskie, z wyjątkiem Estonii, potrzebują więcej czasu, aby dostosować swoje systemy do zharmonizowanych metod i definicji używanych do opracowania statystyk wspólnotowych. Należy również określić liczebności próby dla tych krajów. Cele niniejszego nowego rozporządzenia Proponowane rozporządzenie Parlamentu Europejskiego i Rady zmieniające rozporządzenie (WE) nr 1177/2003: wprowadza derogację w art. 4, aby umożliwić wszystkim nowym Państwom Członkowskim z wyjątkiem Estonii rozpoczęcie projektu SILC w 2005 r.; określa w art. 13, że wkład finansowy UE w przypadku Estonii nie będzie dotyczył pierwszych czterech lat zbierania danych, ale czterech lat licząc od 2005 r.; określa w załączniku II minimalne efektywne liczebności próby dla każdego z dziesięciu nowych Państw Członkowskich. SKUTKI FINANSOWE Proponowane rozporządzenie Parlamentu Europejskiego i Rady niesie ze sobą skutki finansowe dla Komisji. Wkład UE na okres pierwszych czterech lat zbierania informacji o dochodach i warunkach życia w starych Państwach Członkowskich UE, Islandii i Norwegii wyniósł €38 650 000. Dla nowych Państw Członkowskich wynosi on €9 556 000. Kolejne kroki Proponowane rozporządzenie będzie przedłożone Parlamentowi Europejskiemu i Radzie do rozpatrzenia. 2005/0004 (COD) Wniosek dotyczący ROZPORZĄDZENIA PARLAMENTU EUROPEJSKIEGO I RADY zmieniającego rozporządzenie (WE) nr 1177/2003 dotyczące statystyk Wspólnoty w zakresie dochodów i warunków życia (EU-SILC) (Tekst mający znaczenie dla EOG) PARLAMENT EUROPEJSKI I RADA UNII EUROPEJSKIEJ, uwzględniając Traktat ustanawiający Wspólnotę Europejską, w szczególności jego art. 285, uwzględniając wniosek Komisji,[1] stanowiąc zgodnie z procedurą określoną w art. 251 Traktatu,[2] a także mając na uwadze, co następuje: Rozporządzenie (WE) nr 1177/2003 Parlamentu Europejskiego i Rady z dnia 16 czerwca 2003 r. dotyczące statystyk Wspólnoty w zakresie dochodów i warunków życia (EU-SILC)[3] ustanawia wspólne ramy dla systematycznego generowania statystyk wspólnotowych dotyczących dochodów i warunków życia, zawierających porównywalne, aktualne dane przekrojowe oraz dane dotyczące zmian w czasie w zakresie dochodów oraz poziomu i zróżnicowaniaubóstwa i społecznego wykluczenia, na poziomie krajowym i europejskim. W rezultacie przystąpienia nowych Państw Członkowskich do Unii Europejskiej dnia 1 maja 2004 r. zaistniała potrzeba rozszerzenia załącznika II do rozporządzenia (WE) nr 1177/2003, jako że załącznik ten określa dla każdego Państwa Członkowskiego minimalną efektywną liczebność próby wymaganą w ramach systemu EU-SILC. Ponadto okazuje się, że większość nowych Państw Członkowskich oraz kilka dotychczasowych Państw Członkowskich potrzebuje dodatkowego czasu, aby dostosować swoje systemy do zharmonizowanych metod i definicji wykorzystywanych do sporządzania statystyk wspólnotowych. Należy zatem odpowiednio zmienić rozporządzenie (WE) nr 1177/2003, PRZYJMUJĄ NINIEJSZE ROZPORZĄDZENIE: Artykuł 1 W rozporządzeniu (WE) nr 1177/2003 wprowadza się następujące zmiany: Artykuł 4, ust. 2 otrzymuje brzmienie: „2. W drodze wyjątku od ust. 1, Republika Czeska, Niemcy, Cypr, Łotwa, Litwa, Węgry, Malta, Niderlandy, Polska, Słowenia, Słowacja, i Zjednoczone Królestwo mogą rozpocząć gromadzenie rocznych danych przekrojowych i dotyczących zmian w czasie w 2005 r. Niniejsze zezwolenie jest uwarunkowane tym, że wymienione Państwa Członkowskie dostarczą porównywalne dane za rok 2004 na potrzeby wspólnych wskaźników przekrojowych Unii Europejskiej, które zostały przyjęte przez Radę przed 1 stycznia 2003 r. w kontekście otwartej metody koordynacji i które można ustalić na podstawie instrumentu EU-SILC.” W art. 13 dodaje się ust. 4 i 5 w brzmieniu: „4. W drodze wyjątku od ust. 1, Estonia otrzyma wkład finansowy od Wspólnoty na poczet kosztów związanych prac za okres czterech lat gromadzenia danych licząc od 2005 r. 5. Finansowanie na rok 2007 zapewni się na podstawie przyszłego programu wspólnotowego.” Załącznik II zastępuje się tekstem znajdującym się w załączniku do niniejszego rozporządzenia. Artykuł 2 Niniejsze rozporządzenie wchodzi w życie dwudziestego dnia po jego opublikowaniu w Dzienniku Urzędowym Unii Europejskiej . Niniejsze rozporządzenie wiąże w całości i jest bezpośrednio stosowane we wszystkich Państwach Członkowskich. Sporządzono w Brukseli, dnia r. DESCRIPTION AND GROUNDS 5.1. Need for Community intervention 5.1.1. Objectives pursued The general objective of EU-SILC (Community Statistics on Income and Living Conditions) is to produce timely and comparable cross-sectional and longitudinal data on income and on the level and composition of poverty and social exclusion at national and EU levels. The high priority given by the Council and the Commission to the fight against poverty and social exclusion in the EU requires comparable and timely statistics to monitor this process. 5.1.2. Measures taken in connection with ex ante evaluation The EU-SILC project was launched in 2003 on the basis of a general agreement and in 2004-2005 under the Framework Regulation in place of the European Community Household Panel (ECHP) survey that ran for the 1994-2001 period. In 1999, the Directors of Social Statistics of the National Statistical Institutes decided to stop the ECHP project in 2001. This decision was taken in view of both the need to update the content according to the new political demands, and the request for operational improvement, i.e. mainly the timeliness of the data produced. In 2000, the Directors of Social Statistics supported the introduction of a legal act for EU-SILC. The draft of the related Framework Regulation was then presented and amended following decisions taken during the meetings of the Statistical Programme Committee (SPC) on 30/05/01 and of the Directors of Social Statistics on 11-12/06/01. The total costs for the collection of the EU-SILC data will be around €47 million over a five-year period. Fifty-five percent of the data collection costs will be supported by the Commission for the first four year of the project in each country, since it is a new project. Depending on the country between 37% and two-thirds of the data collection will be given to the countries. The yearly data collection costs for the ECHP project were lower (€10 million). However, the Commission was not financing more than half of the costs. EU-SILC evaluation It is planned to carry out a regular evaluation of the EU-SILC project: - Annual intermediate quality reports relating to the common cross-sectional EU indicators, as well as annual final quality reports covering both cross-sectional and longitudinal components of EU-SILC and focusing on the internal accuracy, will be produced by each Member State as well as by Iceland and Norway. - The Commission will produce annual comparative intermediate and final quality reports on the basis of the reports mentioned above. - From 2004 on, the Commission will organise methodological studies to estimate the impact on comparability of the national data sources used and to identify best practices to be followed. - In addition, no later than 31 December 2007, the Commission will submit a report to the European Parliament and the Council on the work done in the preceding years under the Regulation. 5.2. Action envisaged and budget intervention arrangements - The target population(s): Community policies, national governments, businesses, universities, research organisations, and the general public. - The concrete measures to be taken to implement the action: launching of household/individual surveys in all EU Member States and Iceland and Norway, combined with register information in some countries. - On average, the countries will support 45% of the costs, but country contributions will vary from 33.3% to 63%. - The immediate outputs of each action: annual production of survey (combined with register) data. - The expected outcomes solving needs or problems: annual production of comparable and timely data on income and on the level and composition of poverty and social exclusion for the EU as a whole and for each EU Member State as well as for Iceland and Norway. 5.3. Allocation The need for human and administrative resources shall be covered within the allocation granted to the managing DG in the framework of the annual allocation procedure. 8. FOLLOW-UP AND EVALUATION 8.1. Follow-up arrangements Implementation of the EU-SILC project will be handled by comitology procedure. Commission Regulations will be developed in relation to the list of variables to be included in EU-SILC: the updated definitions, the sampling and tracing and fieldwork aspects including imputation, and the content of the quality reports to be transmitted by Member States as well as by Iceland and Norway to Eurostat. 8.2. Arrangements and schedule for the planned evaluation The main instruments used for the evaluation of the EU-SILC project are the annual intermediate quality reports relating to the common cross-sectional EU indicators and the annual quality reports covering both cross-sectional and longitudinal components of EU-SILC. The latter will also focus on the internal accuracy produced by each country, as well as the report produced no later than 31 December 2007 by the Commission to the European Parliament and the Council on the work done in the preceding years under the Regulation. In addition, rolling reviews will be used for the evaluation of the EU-SILC project during its implementation. User surveys will be carried out in order to give a clear picture of strengths and weaknesses. These evaluation activities will take place in the context of Eurostat's Corporate Plan. 9. ANTI-FRAUD MEASURES A revised system of internal management and control was put in place following the Commission's Reform initiative on financial management. This system included a reinforced internal audit capability. Annual monitoring of progress with implementation of the Commission's Internal Control Standards is designed to give assurance on the existence and functioning of procedures for the prevention and detection of fraud and irregularities. New rules and procedures have been adopted for the principal budgetary process: calls for tenders, grants, commitments, contracts and payments. The manual of procedures is made available to everyone involved in financial acts with a view to clarifying responsibilities, simplifying workflows and indicating key control points.
