Proposal for a Council Decision on the appointment of two members of the committee of experts of the European Foundation for the improvement of living and working conditions

EXPLANATORY MEMORANDUM

Article 10 of Council Regulation (EEC) No 1365/75 provides that:

1. The Committee of Experts shall consist of 12 members appointed by the Council on a proposal from the Commission and selected from among scientific and other circles concerned in the Foundation's activity.

2. The Commission will take into account when drawing up its proposal: -- the need to maintain a balance between the two complementary aspects of the Foundation -- i.e. living conditions and working conditions; -- the need for the best possible scientific and technical advice; -- the need for at least one national from each Member State to be appointed.

3. The term of office of the members of the Committee of Experts shall be three years and shall be renewable.

By letter of 28 June 2000, the Foundation's Administrative Board informed the Commission that the Irish members of the Administrative Board had proposed the appointment of Mrs Deirdre Carroll as the Irish member of the Committee of Experts.

The Commission notes that Mrs Carroll has considerable experience in the main areas of the Foundation's activities. Furthermore, Mrs Carroll's expertise is such as to ensure a balance between the complementary aspects of the Foundation, namely living conditions and working conditions.

The Commission is pleased to note that Mrs Carroll's appointment will improve the gender balance on the Committee.

By letter dated 9 October 2000, the Netherlands Government proposed the appointment of Professor Fred Huijgen as the Dutch member of the Committee of Experts, replacing Mr Buytelaar who was the previous member.

Conclusion

In view of the above, the Commission proposes the appointment of Mrs Carroll as the Irish member and Mr Huijgen as the Dutch member of the Committee of Experts of the Dublin Foundation.

Whereas:

(1) Council Regulation (EEC) No 1365/75 of 26 May 1975 on the creation of a European Foundation for the improvement of living and working conditions, and in particular Article 10 thereof, provides that the Council shall appoint the members of the Committee of Experts.

(2) A new Irish member and a new Dutch member need to be appointed.
