Amended proposal for a European Parliament and Council Decision amending Decision 93/383/EEC of 14 June 1993 on reference laboratories for the monitoring of marine biotoxins (1) (97/C 189/06) (Text with EEA relevance) COM(97) 210 final - 96/0234(COD)

On 25 September 1996, the Commission presented to the Council a proposal to amend Decision 93/383/EEC of 14 June 1993 on reference laboratories for the monitoring of marine biotoxins. The proposal was based on Article 43 of the Treaty. As a result of a Commission review, the initial proposal is amended as follows:

The following points are added to Article 1:

3. The title is replaced by:

'European Parliament and Council Decision amending Decision 93/383/EEC of 14 June 1993 on reference laboratories for the monitoring of marine biotoxins`.

4. the Decision citations are replaced by:

'THE EUROPEAN PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty establishing the European Community, and in particular Article 100a thereof,

Having regard to the proposal from the Commission (1),

Having regard to the opinion of the Economic and Social Committee,

Acting in accordance with the procedure laid down in Article 189b of the Treaty,

5. An extra recital is added before the other recitals:

'whereas implementation of the single market requires, for the purposes of health protection in the veterinary and plant health sectors harmonized monitoring of product health; whereas this requirement applies in particular to marine biotoxins;`

6. At the end of the recitals the words 'HAS ADOPTED THIS DECISION` are replaced by 'HAVE ADOPTED THIS DECISION`.
