2. Approval of Minutes of previous sitting
The Minutes of the previous sitting were approved.
3. Membership of Parliament
Joaquim Miranda had given notice in writing of his resignation as member of Parliament, with effect from 1 February 2004.
Yves Piétrasanta had given notice in writing of his resignation as member of Parliament, with effect from 3 February 2004.
Pursuant to Rule 8 of the Rules of Procedure and Article 12(2), second subparagraph of the Act on the Election of representatives of the European Parliament by Direct Universal Suffrage, the House noted the vacancies and would inform the Member States concerned.
4. Verification of credentials
On a proposal from the JURI Committee, Parliament validated the mandate of Martin Kastler.
5. Membership of committees and delegations
At the request of the PPE-DE Group, Parliament ratified the following appointment:
Delegation for relations with the countries of South Asia and the South Asia Association for Regional Cooperation (SAARC): Cees Bremmer to replace Maria Martens

Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting.
If Parliament agreed to the request, the item would be included on the agenda of the next part-session.

Pervenche Berès objected to the President's decision, at the sitting of 12 January 2004, to refer the matter of Michel Raymond's disqualification from office to the JURI Committee under Rule 7(4) (Minutes of 12.1.2004, Item 4). She believed that the President should instead have noted the disqualification (the President replied that he had referred the matter to the relevant committee in order to receive an expert opinion, and that this procedure was perfectly within the Rules).
11. Official welcome
On behalf of Parliament, the President welcomed members of a delegation from Libyan Parliament, led by Mr Ahmed Mohamed Ibrahim, Vice-President of the General People's Congress of Libya, who had taken their seats in the official gallery.
