CALL FOR PROPOSALS — DG EAC/05/2007

EU-Canada Framework for Co-operation in Higher Education, Vocational Training and Youth

TEP Programme

(Transatlantic Exchange Partnerships)

Notice of publication of a call for proposals on the Internet

1.   Objectives and Description

The general objective of the programme is to promote mutual understanding between the peoples of the EU Member States and Canada, including a broader knowledge of their languages, cultures and institutions, and to improve the quality of human resources in both the European Community and in Canada. There is only one type of action under this call, i.e.:

EU-Canada Joint Study and/or Training Programmes

This Action provides support for consortia of EU and Canadian higher education institutions and vocational education and training institutions to promote and develop joint study and/or training programmes and to implement student/faculty mobility.

2.   Eligible applicants

Submission of grant requests under this call is open to higher education institutions and to vocational education and training institutions. Eligible applicants must be established in one of the 27 Member States of the European Union.

3.   Budget and project duration

The budget available for the co-financing of projects is estimated at EUR 0,966 million.

It is anticipated that approximately 7 projects will be funded in 2007.

The maximum amount of funding on the EU side will be EUR 138 000 for a 3-year consortium project. Projects activities are planned to start in October 2007 and last for 36 months.

Applications must be sent to the Commission no later than 31 May 2007.

On 6 March 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings Independent News & Media PLC (‘INM’, Ireland), Providence Equity Partners VI International L.P. (‘Providence’, US) and Carlyle Asia Partners II LP (‘CAP II’, US) acquire within the meaning of Article 3(1)(b) of the Council Regulation joint control of the undertaking APN News & Media Limited (‘APN’, Australia) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for INM: publishing of national and regional newspapers;

for Providence: private investment fund;

for Carlyle: private equity fund;

for APN: publishing of daily and non-daily regional/national newspapers and magazines, radio broadcasting, outdoor advertising and provision of online services.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

On 23 February 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Citibank Overseas Investment Corporation (‘COIC’, USA), a subsidiary of Citigroup Inc. (‘Citigroup’, USA), acquire(s) within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking Egg Banking plc (‘Egg’, UK) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for the undertaking COIC: banking and financial services;

for the undertaking Egg: online banking and financial services.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

On 28 February 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which Ricoh Company Ltd. (‘Ricoh’, Japan) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the printer business of International Business Machines Corporation (‘IBM’, USA) by way of purchase of shares.

2.

The business activities of the undertakings concerned are:

for Ricoh: manufacturing and distribution of office automation equipment such as printers, personal computers etc.;

for IBM: developing and manufacturing advanced information technologies, including computer systems, software etc.; sale of printers, printing software and related services.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
