Annual expenditure planned under the scheme or overall amount of individual aid granted to the company: EUR 0,1 million

Maximum aid intensity: Up to 100 % to cover the costs of consultancy services provided by third parties, the fees for services which do not constitute a continuous or periodic activity nor relate to the enterprise’s usual operating expenditure, such as routine tax consultancy services, regular legal services, or advertising.

Up to 100 % to cover costs concerning the organisation of and participation in forums to share knowledge between businesses, competitions, exhibitions and fairs.

Date of implementation: Aid may be granted as from 1 May and, at the earliest, 15 days after notification.

Aid can be granted by means of an implementing decree. These decrees are drawn up annually. A draft implementing decree has yet to be drawn up, and will include a ‘standstill’ clause

Duration of scheme or individual aid award: The grant period will run until 31 December 2009

Objective of aid: Vlaams Fokkerijcentrum vzw (VFc) is a recognised not-for-profit association which provides advice to recognised breeders’ associations in the cattle, pig, poultry, horse, small ruminant and farmyard animal sectors. This advice relates to the technical and organisational aspects of breeding.

VFc takes part in exhibitions with a view to sharing knowledge.

The aid is to be granted under Article 15 of Regulation (EC) No 1857/2006 and fulfils the conditions thereof.

Article 15(2)(c): concerning consultancy services provided by third parties, the fees for services which do not constitute a continuous or periodic activity nor relate to the enterprise’s usual operating expenditure, such as routine tax consultancy services, regular legal services, or advertising.

Article 15(2)(d): concerning the organisation of and participation in forums to share knowledge between businesses, competitions, exhibitions and fairs

Compensation in the form of one-off payments totalling EUR 37 000 000, as provided for in Article 3(1)(a) and (b) of Prime Ministerial Order (OPCM) No 3634/2007.

Compensation in the form of one-off payments totalling EUR 4 600 000, as provided for in Article 3(1)(c) of Prime Ministerial Order (OPCM) No 3634/2007

Maximum aid intensity: 100 % of the losses incurred

Date of implementation: From the date of publication of the registration number of the request for exemption on the website of the European Commission’s Directorate-General for Agriculture and Rural Development

Duration of scheme or individual aid award: Until the end of the state of emergency referred to in the Prime Ministerial Decree (DPCM) of 3 August 2007, as subsequently amended, the date set being 31 July 2009; compensation may however be granted after that date if it relates to the slaughter of infected animals or actual restocking on a holding. Aid will in no case be granted more than four years after the event

Objective of aid: Article 10(2):

compensation under Law No 615 of 9 June 1964, as subsequently amended and supplemented, granted to eligible parties in respect of animals slaughtered under the Order of the Minister for Health of 14 November 2006, net of any proceeds from the sale of the meat,

further compensation in respect of market value on the date when the Order was issued (21 December 2007), as derived from the ISMEA bulletin, net of the value of any compensation granted under Law No 615 of 9 June 1964, as subsequently amended and supplemented, and of any proceeds from the sale of the meat,

losses of income due to quarantine obligations and difficulties in restocking.

The aid is granted subject to the farmer submitting an application and to the checks carried out by the Government Office being successful. Recipients are in each case given a clear statement of the amount of compensation to be granted and the calculation methods used. Aid may be granted until the funds set aside under OPCM No 3634/07 have been exhausted

Objective of aid: The purpose of the scheme is to relocate farm buildings in the public interest (Article 6 of Commission Regulation (EC) No 1857/2006). It is limited to Article 6(1) and (2):

Farmers are eligible for the relocation supplement if they move their operations to a different location. The supplement is determined by subtracting the value of the existing farm buildings, as assessed by an independent valuer, from the cost of re-establishing the existing buildings at the standard rate for the construction of a new farm building on the same scale (number of animal places or m2). Compensation is not, therefore, paid in respect of a relocation resulting in more modern facilities (Article 6(3)), but a method of calculation is applied whereby a standard amount (maximum amounts for investments laid down by the Vlaams Landbouw InvesteringsFonds) is determined to compensate for the dismantling brick by brick, removal and re-erection of existing facilities (Article 6(2)).

Large holdings are not eligible for this aid scheme

Other information: The Government acts as purchaser of the old holding following a valuation by the purchasing committee, which is an independent valuer. This federal body performs an independent, objective assessment of the price on the basis of available data on sales of similar property between private (natural or legal) persons; the valuation is thus market-based.

The Flemish Government has a similar scheme for another area, i.e. the supplement under the Sigmaplan. Since the areas of activity of the two schemes overlap, application of the measures is geared towards making it impossible to combine them. Maximum aid intensity: Aid to cover up to 50 % of the eligible expenditure on activities linked to promoting the production of products in the artisanal agri-foodstuffs sector.

Aid to cover up to 80 % of the eligible expenditure on activities linked to technical support and promoting the production of products in the artisanal agri-foodstuffs sector

Date of implementation: The aid arrangements will apply from the date of publication on the website of the European Commission’s Directorate-General for Agriculture and Rural Development of the registration number of the exemption request provided for in Regulation (EC) No 1857/2006

Duration of scheme or individual aid award: From 2009 to 31 December 2013

Objective of aid:

1.

The main aim of the aid is to encourage and stimulate measures for the technical development and promotion of the artisanal agri-foodstuffs of the Autonomous Community of Navarre with the aim of increasing market shares at local and national level.

2.

The secondary objectives are to offer the consumer added value, increase guarantees in terms of the quality, safety and wholesomeness of agri-foodstuffs and respect for the environment.

Article 9(2)(b) of Regulation (EC) No 1857/2006: aid to artisanal producer associations responsible for the supervision of product quality labels.

Article 14(2) of Regulation (EC) No 1857/2006: eligible costs: the costs arising from the measures to promote the production of quality artisanal products.

Article 15(2) of Regulation (EC) No 1857/2006: eligible costs: costs relating to technical support required by these associations
