Maximum aid intensity: For each project, 35 % of the costs referred to in Article 4(7) of Regulation (EC) No 70/2001. When the scheme is launched, the maximum aid intensity will be determined on the basis of the Decision inviting applications for subsidies from the Ministry of Agriculture, Nature and Food Quality.

Date of implementation: The Ministry of Agriculture, Nature and Food Quality Subsidies Scheme comes into force on 1 April 2007, but has not been made available for this section.

Duration of scheme or individual aid award: Ends 30 June 2008 (in accordance with Article 10(1) of Regulation (EC) No 70/2001), taking into account the adjustment period, which runs until 31 December 2008 (in accordance with Article 10(2) of Regulation (EC) No 70/2001).

Objective of aid: The aim is to promote projects which improve the overall performance of the farm and relate to investment in the processing and/or marketing of agricultural products as set out in Annex I to the EC Treaty.

The aid scheme complies with Article 4(7)(d) of Regulation (EC) No 70/2001.

Sector(s) concerned: Processing and marketing of agricultural products.

Comments:

This aid scheme applies to agricultural holdings.

Maximum aid intensity: For each (cooperation) project, 35 % of the costs referred to in Article 5a(5) of Regulation (EC) No 70/2001, up to a maximum of EUR 500 000.

Date of implementation: The Ministry of Agriculture, Nature and Food Quality Subsidies Scheme comes into force on 1 April 2007. No payments will be made before the 2007-2013 Rural Development Programme has been approved.

Duration of scheme or individual aid award: Ends 30 June 2008 (in accordance with Article 10(1) of Regulation (EC) No 70/2001), taking into account the adjustment period, which runs until 31 December 2008 (in accordance with Article 10(2) of Regulation (EC) No 70/2001).

Objective of aid: The aim is to promote cooperation between farmers or between farmers and other businesses by granting aid to cover the costs of cooperating on a project focusing on planned research or critical investigation with the aim of discovering new knowledge in order to use this knowledge to develop new products, processes or services or to bring about a significant improvement in existing products, processes or services.

The aid scheme complies with the introductory paragraph and section (b) of Article 5a(3) and Article 5a(5) of Regulation (EC) No 70/2001.

Sector(s) concerned: All sectors

Comments:

This aid scheme applies to all agricultural holdings that produce products listed in Annex I to the EC Treaty, SMEs active in the agricultural sector (the full range of companies involved in processing agricultural products, as well as those involved in marketing, trading, provision of services, logistics and delivery with regard to processed or unprocessed agricultural products) and forestry companies.

Further to the publication of a notice of impending expiry (1), following which no request for a review was received, the Commission gives notice that the anti-dumping measures mentioned below will shortly expire.

This notice is published in accordance with Article 11(2) of Council Regulation (EC) No 384/96 of 22 December 1995 (2) on protection against dumped imports from countries not members of the European Community.

On 7 August 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertakings Amadeus IT Group, S.A. (‘Amadeus’, Spain) and Sabre Inc. (‘Sabre’, USA) acquire within the meaning of Article 3(1)(b) of the Council Regulation joint control of the undertaking Moneydirect (to be incorporated in Ireland) by way of purchase of shares in a newly created company constituting a joint venture.

2.

The business activities of the undertakings concerned are:

for Amadeus: distribution and selling of travel services through a Global Distribution System (‘GDS’), IT services to the airline industry,

for Sabre: distribution and selling of travel services through a GDS, online travel agency, management services, software products and consulting services to the airline industry,

for Moneydirect: provision of payment processing and clearing services for the travel industry.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

The Commission invites interested third parties to submit their possible observations on the proposed operation to the Commission.

On 6 August 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Penske Corporation (Penske, United States) and the General Motors Corporation (GM, United States) acquire within the meaning of Article 3(1)(b) of the Council Regulation joint control of VM Motori SpA (VMM, Italy) by way of purchase of shares.

The business activities of the undertakings concerned are:

for Penske: car dealership and rental,

for GM: car manufacturer,

for VMM: diesel engines.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. (‘Cetelem’, France) controlled by the Groupe BNP Paribas S.A. (‘BNPP’, France), acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of Findomestic Banca S.p.A. (‘Findomestic’, Italy), currently under the joint control of Cetelem and Cassa di Risparmio di Firenze S.p.A. (‘CRF’, Italy), by way of purchase of shares.

The business activities of the undertakings concerned are:

Cetelem: consumer credit and other financial services for consumers in France and internationally,

BNPP: retail, investment and private banking,

Findomestic: consumer credit in Italy.

On 8 August 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 and following a referral pursuant to Article 4(5) of Council Regulation (EC) No 139/2004 (1) by which the undertaking Pampus Stahlbeteiligungs GmbH (‘PSB’, Germany), belonging to the Pampus Industrie Beteiligungen GmbH & Co. KG (‘PIB’, Germany) group, acquires within the meaning of Article 3(1)(b) of the Council Regulation sole control of the whole of the undertaking Ovako Holding B.V. (‘Ovako’, Sweden), currently jointly controlled by PSB, Hombergh Holdings B.V. (‘Hombergh’, The Netherlands) and W.P. de Pundert Ventures B.V. (‘de Pundert’, The Netherlands), by the conclusion of a new shareholders' agreement.

2.

The business activities of the undertakings concerned are:

for PSB: belongs to the PIB group with holdings in several companies active in the steel sector,

for Ovako: producer of long special steels and processed steel products for the automotive and engineering industry.

3.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.

4.

On 8 August 2007, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Sagard SAS (‘Sagard’, France) belonging to the Power Corporation of Canada group (‘PCC’, Canada) acquires within the meaning of Article 3(1)(b) of the Council Regulation control of the whole of the undertaking Fläkt Woods (Luxembourg) SARL (‘Fläkt Woods’, Luxemburg) by way of purchase of shares.

The business activities of the undertakings concerned are:

for PCC: insurance services, financial services, communication services, technology and biotechnology,

for Sagard: investment funds,

for Fläkt Woods: air ventilation and air handling systems, air movement systems.

On preliminary examination, the Commission finds that the notified transaction could fall within the scope of Regulation (EC) No 139/2004. However, the final decision on this point is reserved. Pursuant to the Commission Notice on a simplified procedure for treatment of certain concentrations under Council Regulation (EC) No 139/2004 (2) it should be noted that this case is a candidate for treatment under the procedure set out in the Notice.
