The position of Chairperson of the European Banking Authority (EBA). The Chair is a full-time independent professional, member of EBA staff, based in London (United Kingdom). He/she will be accountable to the EBA Board of Supervisors and will report to the Board of Supervisors on an on-going basis on the development of the EBA activities.

The Chair may be removed from office only by the European Parliament following a decision of the Board of Supervisors.

The Chairperson's term of office shall be five years and may be extended once.

More specifically, the Chair will be responsible for the tasks laid down in Chapter III, section 3 of the draft Regulation establishing EBA (1), and in particular:

presiding over meetings of the EBA Board of Supervisors and the Management Board;

preparing the work of the EBA Board of Supervisors;

acting as the head and representative of EBA;

ensuring the achievement of the EBA objectives;

fulfilling certain clearly defined tasks and decisions of the EBA Board of Supervisors;

making a statement regularly before the European Parliament competent committee and answer questions put by members of that committee.

We look for

The candidate should have the following (criteria for the evaluation of the candidate):

Thorough knowledge of the sectors of relevance for the activities of EBA and proven expertise in these areas;

Proven experience in financial regulation and/or supervision at national, European or international level of relevance to the activities of EBA;

Thorough understanding of the EU institutions and EU decision-making process, European and international activities of relevance to the activities of EBA;

Excellent knowledge of the European political and legal environment and proven negotiation experiences at European and international level;

Experience in directing an organisation with significant tasks and objectives and steering that organisation to the achievement of its objectives;

Proven capacity to take decisions at strategic and political level;

Excellent networking abilities, communication and interpersonal skills, including the capacity to deal and negotiate with high level legislative, governmental representatives as well as stakeholders and financial industry representative within and outside the EU;

Strong sense of responsibility, initiative and self-motivation.

Applicants will be considered for the pre-selection phase on the basis of the following formal eligibility criteria (to be fulfilled by the closing date for applications):

: Be a national of a Member State of the European Union and be entitled to his full rights as a citizen (2);

: Have

a level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, or

a level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years (this one year's professional experience cannot be included in the post-graduate professional experience required below);

: Have at least 20 years' post-graduate career;

: of the 20 years of professional post-graduate experience, at least 5 years must have been acquired at high level in the domain of EBA. Experience in the supervision or the banking sector is an advantage;

: Have a thorough knowledge of one of the official Community languages and a satisfactory knowledge of a second of these languages. Excellent working knowledge of English, the main working language of EBA, is required;

: Be able to complete the full five-year-mandate before reaching retirement age. For temporary staff of the European Communities, retirement age is defined as being the end of the month in which the person reaches the age of 65.

Independence and declaration of interests

The Chair will be required to make a declaration of commitment to act independently in the public interest and to make a declaration in respect of any interests which might be considered prejudicial to his/her independence. Applicants must confirm their willingness to do so in their application.

Selection and appointment (3)

A Pre-selection Committee will be set up for the selection process. This Committee will invite eligible applicants with the best profile for the specific requirements of the post to an interview, selected on the basis of their merits and the criteria set out above. Candidates shortlisted by the Pre-selection Committee will be submitted to the Commission's Consultative Committee on Appointments (CCA) by written procedure and then be called for an interview with the Commissioner responsible for Internal Market and Services.

Following these interviews, the Commission will adopt a shortlist of selected candidates, which will be communicated to the EBA Board of Supervisors. The selected candidates will then be interviewed by the EBA Board of Supervisors. The latter will appoint the Chair from among the list of selected candidates.

Before appointment, the candidate pre-selected by the Board of Supervisors shall be subject to confirmation by the European Parliament.

Candidates may be required to undergo further interviews and/or tests in addition to those indicated above.

This call for applications is the basis for the establishment of the Commission's short-list. Inclusion on the short-list is no guarantee of appointment. Applicants should note that the short-list will be made public, once it has been adopted by the Commission.

Conditions of employment

The Chair will be appointed as a staff of the Agency as a temporary agent at grade AD 15 pursuant to Article 2(a) of the Conditions of employment of other servants of the European Communities) for a 5 year period, which may be extended, as stated in the basic Act.

The place of employment is London (United Kingdom) where the Agency is based.

Supporting documents (e.g. certified copies of degrees/diplomas, references, proof of experience, administrative, civil, judicial requirement etc.) should not be sent at this point but must be submitted at a later stage of the procedure when requested.
