1. Resumption of session
The sitting opened at 17.05.
2. Announcements by the President
The President referred to the earthquake on 26 December 2003 in the Iranian town of Bam, which had claimed the lives of over 30 000 people. On behalf of Parliament, he expressed his condolences to the families of the victims and his solidarity with the Iranian people.
He also referred to the air disaster which had occurred on 3 January 2004 in the Red Sea. He announced that he had conveyed Parliament's condolences to the families of the victims and to the French authorities.
Parliament observed a minute's silence in memory of the vicitms.
The President then informed the House that a burst pipe had caused water seepage into the Chamber the previous night, but that the problem had now been resolved.
3. Approval of Minutes of previous sitting
The Minutes of the previous sitting were approved.
4. Withdrawal of a Member's parliamentary rights
The President announced that he had received from the French Foreign Minister a letter dated 11 December 2003 including an annex containing a file concerning the withdrawal of the parliamentary rights of Michel Raymond.
Pursuant to the second subparagraph of Rule 7(4), the matter had been referred to the Committee responsible, the JURI Committee.

8. Order of business
The next item was the order of business.
Hans-Gert Poettering, on behalf of the PPE-DE Group, who announced that Peter Pex, who had been delayed following an air incident, had asked for the debate on his report (A5-0388/2003) to be held that afternoon as scheduled, and that Cees Bremmer should deputise for him (the President established that there were no objections to this request).
The following spoke: Johannes (Hannes) Swoboda and Evelyne Gebhardt, on behalf of the PSE Group, who asked that the debate on the report by Stefano Zappalà (A5-0470/2003) be held as scheduled on Thursday morning, but that the vote on the report be held over until the next part-session in Brussels.
Klaus-Heiner Lehne, deputising for the rapporteur, opposed the request to postpone the vote.
The President took note of that request and pointed out that Parliament would be consulted on the requested change to the agenda at the beginning of voting time the following day, to enable the necessary consultations to take place.
