    The Tribunal:

    1)

    Annuls the decision of 3 June 2013 by which the European Commission refused to grant a survivor’s pension to Mrs Borghans;

    2)

    Orders the European Commission to bear its own costs and to pay the costs incurred by Mrs Borghans.
