A4-0295/98 Decision on the common position adopted by the Council with a view to adopting a Council Directive establishing a safety assessment of third-country aircraft using Community airports (C4-0338/98 - 97/0039(SYN))(Cooperation procedure: second reading) The European Parliament, - having regard to the common position of the Council, C4-0338/98 - 97/0039(SYN), - having regard to its opinion at first reading ((OJ C 371, 8.12.1997, p. 64.)) on the Commission proposal to the Council COM(97)0055 ((OJ C 124, 21.4.1997, p. 39.)), - having regard to the amended Commission proposal, COM(98)0123 ((OJ C 122, 21.4.1998, p. 10.)), - having been consulted by the Council pursuant to Article 189c of the EC Treaty, - having regard to Rule 67 of its Rules of Procedure, - having regard to the recommendation for second reading of the Committee on Transport and Tourism (A4-0295/98), 1. Amends the common position as follows; 2. Instructs its President to forward this decision to the Council and the Commission. (Amendment 1) Article 5(1), introduction >Original text> 1. Each Member State shall put in place the appropriate means to ensure that third-country aircraft suspected of non-compliance with international safety standards landing at any of its airports usually open to international air traffic shall be subject to ramp inspections. The information exchanged in accordance with Article 6 shall be used solely for the purpose of this Directive. Each Member State shall publish half-yearly information available to the public concerning: - the number of aircraft grounded during the previous six-month period, including in particular the type of aircraft, the name and country of the operator, the State of registration, the reason for grounding and the airport and date of grounding, as well as any corrective measures notified as a consequence of the grounding; - the type of aircraft, State of registration and name and country of the operators whose aircraft has been detained more than once during the past 24 months, the reason for grounding and the airport and date on which the grounding was imposed, as well as any corrective measures notified as a result of the grounding; - the list of airports open to international traffic, the number of ramp inspections carried out and the number of movements of third-country aircraft at each airport on the list; - the number of ramp inspections communicated in accordance with the provisions of Article 6(3). >Original text> >Text following EP vote> 1b. The Commission may, in accordance with the procedure laid down in Article 11, decide on the release of supplementary information to third parties such as safety and air passenger associations if it is deemed to be in the interest of air safety.
