Initiative summary:
Legal migration is a key part of the New Pact on Migration and Asylum. Structural pressures on the EU labour market are compounded by skills shortages in different locations and sectors, trends exacerbated by the pandemic. Activating the domestic workforce is not sufficient to address all shortages. This initiative will improve the EU legal migration framework and help attract skills and talent from third countries, whilst respecting that Member States decide on the number of workers admitted.
