Initiative summary:
The proposed regulation aims to modernise the classification of goods and services used in the Harmonised Index of Consumer Prices (HICP). The current classification dates from the 1990s and does not reflect properly nowadays’ consumers expenditures. A new international classification is available and will be introduced in the HICP in 2026. At the same time, the HICP coverage will be made more representative by including games of chance.
