1.Executive summary 

The report on the use of contract staff within the European Union institutions and agencies in the years 2023 and 2024 is presented in accordance with Article 79(3) of the Conditions of Employment of Other Servants of the European Union (CEOS). The report comprises an analysis based on data taken as of 31 December 2023 and 31 December 2024, covering 63 and 64 entities respectively, including the European Commission, other Union institutions, and agencies. The increased coverage in 2024 reflects the addition of the Anti-Money Laundering and Countering the Financing of Terrorism Authority as a new decentralised EU agency.

The category of contract staff, as defined under Articles 3a and 3b of the CEOS, was created in 2004 and plays a vital role across EU institutions, performing support tasks.

In both years, the total number of contract staff showed stable and moderate growth. The number of contract agents (CAs) rose by 3.2% in 2023, followed by an increase of 3.3% in 2024 compared to the previous year.

The European Commission recorded a 2.3% increase in contract staff in 2023 and a further 4.4% rise in 2024. The majority of Commission contract staff (48.3% in 2023 and 49.4% in 2024) were employed to carry out administrative, advisory, linguistic and equivalent technical tasks (FG IV). Around 60% of the Commission's contract staff are female, particularly in administrative and executive tasks, while males lead in manual tasks.    
In 2023 Joint Action Plans were agreed between the Commission and 15 Member States 1  whose nationals were considered to be under-represented. The number and the share of Commission contract agents from these Member States increased between 2023 and 2024 across all function groups.

The number of contract agents in other EU institutions increased by 3.1% in 2023, continuing the upward trend of previous years. However, in 2024, a slight decrease of 1.2% was recorded, marking the first decline in this group since 2020. The European Parliament employs most contract agents among the EU institutions, accounting for approximately 63% of the total of CAs in both years.

EU agencies continued to show the most dynamic growth in the use of contract staff. The total number increased by 4.5% in 2023, with a similar increase of 4.5% in 2024. The distribution of contract agents across agency types remained relatively stable: in 2023, 54.7% were employed in decentralised agencies, 40.4% in executive agencies, and 4.9% in JUs. In 2024, this distribution shifted slightly to 55.0% in decentralised agencies, 40.3% in executive agencies, and 4.7% in JUs. 



2.Introduction

a)Scope of the report

This report is presented pursuant to Article 79(3) of the CEOS, which sets out that ‘the Commission shall provide a yearly report on the use of contract staff including numbers of staff, level and type of posts, geographical balance and budgetary resources per function group’. Unless otherwise indicated, the report includes the information as at 31 December 2023 and as at 31 December 2024.

This report covers data for 63 entities in 2023 and 64 entities in 2024, following the establishment of the Anti-Money Laundering and Countering the Financing of Terrorism Authority (AMLA) as a new decentralised EU agency in 2024. These entities, to which the Staff Regulations apply, are subdivided between:

a)The European Commission;

b)the other Union’s institutions as defined in Article 13 of the Treaty on the European Union, except for the European Central Bank 2 , and the bodies treated as institutions for the purpose of the Staff Regulations, by virtue of Article 1b thereof 3 ; 

c)the agencies, i.e. the bodies to whom the Staff Regulations apply under the Union acts establishing them, as provided for by Article 1a, paragraph 2, of the Staff Regulations 4 . These bodies include decentralised agencies, Joint Undertakings (JUs) 5 and executive agencies.

Data concerning the Commission include all contract staff, i.e. staff financed upon administrative, operational and research budget lines, as well as upon revenue stemming from Service Level Agreements with the other institutions and bodies. 6

b)Contract staff

The category of contract staff was created in 2004 as part of the reform of the Staff Regulations. Since then, contract staff makes a useful contribution to the work of the institutions by carrying out support activities at a lower cost and by bringing in skills not always readily available within the institutions.

Articles 3a and 3b of the CEOS define the role of contract staff and functions that they may perform.

3a contract staff are staff not assigned to a post included in the establishment plan of the instutition concerned and are engaged for the performance of full-time or part-time duties:

·in an institution: to carry out exclusively manual or administrative support tasks in function group I,

·in the EU Representations and Delegations, the Agencies and other entities: to perform the functions specified in Article 80(2) of the CEOS in function groups I, II, III and IV.

3a contract staff benefit from a contract that can evolve into a contract of indefinite duration, after a first renewal for a definite duration.

3b contract staff (or ‘auxiliary’ contract staff) are engaged in an institution:

·to perform tasks other than those referred to in Article 3a(1)(a) of the CEOS without being assigned to a post included in the establishment plan of the institution concerned, or

·to replace an official or temporary staff member who is temporarily unable to perform his or her duties.

3b Contract staff are engaged for a limited duration, from a minimum of 3 months to a maximum of 6 years.

Article 80 of the CEOS establishes the correspondance between each function group (FG) and the type of duties to be performed:

c)Source of data

The present report is built with a different data source compared to the previous reports, including the last one 7 . Previous reports relied on administrative data reported by the EU institutions, bodies and agencies. This report relies on data extracted from the Payroll application (NAP), used by the Paymaster’s Office (PMO) to process all payments for staff across EU institutions, bodies, and agencies. As NAP database is a single source, which is continuously kept up-to-date, it provides figures in real time. This allows the report to be adopted the year after the reporting period, rather than two years later, ensuring a more timely reflection of the contract staff as of 31 December each year.

All data have been recalculated for the entire series since 2004. Accordingly, all tables presented in this report are based on the new data source.

The transition from the previous data source to the NAP database does not result in significant differences, as both sources provide very similar data. Table 0 shows the impact of the switch from the old data source to the new one.

The Commission sees this change as a positive step towards more up-to-date and precise reporting, in line with the expectations of Member States and institutional stakeholders.

3.Contract staff in institutions and agencies

The aggregate number of contract staff in all Institutions, bodies and agencies continued to grow in 2023 and 2024, with a stable increase in overall figures. In 2023, the total number of contract staff rose by 3.2% compared to 2022, followed by an increase of 3.3% in 2024.

Within the Commission, the number of contract staff grew by 2.3% in 2023 (175 additional CAs), followed by an increase of 4.4% in 2024 (341 additional CAs). Despite these increases, the Commission maintains its share of contract staff at a stable level of around 45% of the total number of contract staff in both 2023 and 2024.

In other institutions, an increase of 3.1% was recorded in 2023 (105 additional CAs) followed by a slight decrease of 1.2% in 2024 (43 fewer CAs), which has slightly reduced their contribution to the overall growth trend.

Agencies registered the highest growth, with an increase of 4.5% in 2023 (260 additional CAs), followed by another 4.5% in 2024 (268 additional CAs). The salaries of contract staff in agencies remain financed through the agencies’ operational budgets, while their pensions are covered by the institutions’ overall administrative budget (Heading VII).

The number of contract agents in the Commission evolved as follows since their introduction in 2004.

In 2023, the majority of contract staff at the European Commission (48.3%) were employed to carry out administrative, advisory, linguistic, and equivalent technical tasks (FG IV). This represents a 2.2% increase in the proportion of FG IV contract agents compared to 2022. The trend continued in 2024, with FG IV staff making up 49.4% of the total, a further increase of 1.1% from 2023, leading to a total increase of 3.4% from 2022. This data confirms a continued shift towards hiring more specialists in FG IV, and to a certain extent FG III, while the combined share of FG I and FG II contract staff (responsible for manual and basic administrative tasks) declined by 1.8% from 2022 to 2023, and by 3.5% from 2022 to 2024.

At the Commission, contract staff is predominantly female (60%, considering all function groups cumulatively). However, there are significant differences depending on the function group.

The distribution is relatively balanced in function group IV (administrative, advisory, linguistic and equivalent technical tasks). Female staff is predominant in functions groups III (executive tasks) and II (clerical and secretarial tasks) while male staff is predominant in function group I (manual tasks).

It is worth noting that, as for officials and temporary agents, engagement of contract staff is carried out on the basis of the required profile, the applicants' abilities and language knowledge, without quotas by nationality.

The breakdown by nationality is most likely influenced by a combination of factors, in particular geographical proximity to the location of the institution’s headquarters (for the Commission, mainly Brussels, Luxembourg and Ispra), salary levels and the duration of the proposed contracts. Candidates are more likely to accept a post with a fixed-term contract if they are resident at or near the site of the institution offering them a job, also considering that the duration of the first contract is, as a general rule, of one year.

In 2023, Joint Action Plans were agreed between the Commission and 15 Member States 8  whose nationals were considered to be under-represented (URMS) to foster the geographical balance within the Commission staff, including contract agents. These Joint Action Plans represent a joint political commitment by the Member State and the Commission to strengthen geographical balance, and take the form of measures to be undertaken by the Member State, by the Commission as well as joint measures. Contract Agents, specifically Contract Agents FGIV, form part of these Joint Action Plans in terms of outlining Member States’ overall presence within the Commission, and because of their potential to transition to AD5-AD8 Temporary Agents and Officials.

Across all function groups, the number and the share of contract agents from URMS in the European Commission increased between 2023 and 2024. Their number rose from 1574 in 2023 (20% of all contract agents) to 1734 in 2024 (22%), marking an increase of 160 staff members, or a 10.2% growth within a year.     
In FG IV, URMS contract agents increased from 906 in 2023 (24% of all CAs in FG IV) to 1030 in 2024 (26%), amounting to 124 additional staff members or a 14% increase.

5.Contract staff in other institutions and agencies

a)Introduction

The number of contract agents working for the other institutions increased by 3.07% from 2022 to 2023, continuing the upward trend observed in previous years - 1.70% in 2022 and 12.42% in 2021. In 2024, however, the number of contract agents in the other institutions decreased by 1.22%, marking the first decline since 2020.

Agencies also saw growth in the number of contract agents in 2023, with a 4.53% increase, following the rise of 9.07% in 2022 and 15.78% in 2021. In 2024, agencies continued their upward trend, recording a further 4.47% increase in contract staff compared to 2023.

The following figure shows the evolution of the number of contract staff in the agencies since 2013.

In 2023, 54.7% of contract staff in agencies were employed in decentralised agencies, 40.4% in executive agencies, and 4.9% in JUs. In 2024, the share further evolved to 55.0% in decentralised agencies, 40.3% in executive agencies, and 4.7% in JUs. These figures follow the observed increase in the relative share of contract staff in decentralised agencies and a decrease in the relative share of contract staff in executive agencies and JUs.

It is to be noted that the budgetary data (sent each year with the draft budget to the Budgetary Authority - Working Document, parts II and III) show contract staff numbers at the time the draft budget is presented (including contract staff recruited using assigned revenue), i.e.: a statement of the position at 1 April of year N-1 (where N is the year of the draft budget), budgetary implementation in year N-2 and requests for appropriations with estimates of full-time equivalents (FTE) for year N. This is why some differences appear in the numbers of contract staff, depending on the data source. Since several budget lines include appropriations for external personnel without establishing a distinction between the different categories of that personnel, the budget figures convey the best possible estimates based on the likely average costs and the repartition between categories.
