P6_TA(2006)0082 Minimum information to be contained in fishing licences * European Parliament legislative resolution on the proposal for a Council regulation repealing Regulation (EC) No 3690/93 establishing a Community system laying down rules for the minimum information to be contained in fishing licences (COM(2005)0499 — C6-0354/2005 — 2005/0205(CNS)) (Consultation procedure) The European Parliament, - having regard to the Commission proposal to the Council (COM(2005)0499) [1], - having regard to Article 37 of the EC Treaty, pursuant to which the Council consulted Parliament (C6-0354/2005), - having regard to Rule 51 of its Rules of Procedure, - having regard to the report of the Committee on Fisheries (A6-0037/2006), 1. Approves the Commission proposal as amended; 2. Calls on the Commission to alter its proposal accordingly, pursuant to Article 250(2) of the EC Treaty; 3. Calls on the Council to notify Parliament if it intends to depart from the text approved by Parliament; 4. Asks the Council to consult Parliament again if it intends to amend the Commission proposal substantially; 5. Instructs its President to forward its position to the Council and Commission. Amendment 1 Recital 3a (new) (3a) Regulation (EC) No 1281/2005 modifies the provisions of Community law applying to fishing licences in order to adapt the minimum information requirements and to clarify the role of the fishing license in the management of fleet capacity. Amendment 2 Recital 3b (new) (3b) A number of stocks in Community waters have continued to decline and it is consequently necessary to improve and extend existing conservation measures; in this respect fishing licences provide a flexible and useful management tool. Amendment 3 Recital 3c (new) (3c) The objective should be to provide for rational and responsible exploitation of living aquatic resources, while recognising the interest of the fisheries sector in its long-term development and its economic and social conditions and the interest of consumers, taking into account the biological constraints with due respect for the marine eco-system. Amendment 4 Recital 3d (new) (3d) Conservation decisions have important effects on the economic and social development of those regions of the Member States where fishing is an important industry.
