A4-0411/97 Decision on the common position adopted by the Council with a view to adopting a Council Directive amending Directive 94/58/EC on the minimum level of training of seafarers (C4-0563/97 - 96/0240(SYN)) (Cooperation procedure: second reading) The European Parliament, - having regard to the common position of the Council C4-0563/97 - 96/0240(SYN), - having regard to its opinion at first reading ((OJ C 182, 16.6.1997, p. 34.)) on the Commission proposal to the Council COM(96)0470 ((OJ C 367, 5.12.1996, p. 1.)), - having been consulted by the Council pursuant to Article 189c of the EC Treaty, - having regard to Rule 67 of its Rules of Procedure, - having regard to the recommendation for second reading of the Committee on Transport and Tourism (A4-0411/97), 1. Amends the common position as follows; 2. Instructs its President to forward this decision to the Council and Commission. (Amendment 1) ARTICLE 1(4) Article 5d(1) (Directive 94/58/EC) >Original text> 1. Member States shall establish standards of medical fitness for seafarers, particularly regarding eyesight and hearing. >Text following EP vote> 1. Member States shall establish standards of medical fitness for seafarers, particularly regarding eyesight and hearing, appropriate to the functions, responsibilities and duties to be carried out under the highest safety standards. (Amendment 3) ARTICLE 1(4) Article 5h(2a) (new) (Directive 94/58/EC) >Text following EP vote> 2a. Officers in charge of the navigational watch who are required to leave the navigating bridge in connection with other duties, or at the completion of a watch, shall not do so until relieved by another officer taking charge of the navigational watch and after a proper handover of the watch has been completed. (Amendment 2) ARTICLE 1(4) Article 5h(4) (Directive 94/58/EC) >Original text> 4. The requirements for rest periods laid down in paragraphs 1 and 2 need not be maintained in the event of an emergency or drill or in other overriding operational conditions. >Text following EP vote> 4.
