The following information is brought to the attention of Mr Mohammed Bouyeri, the Communist Party of the Philippines, including New People’s Army (NPA), and The Base, person and groups appearing in Annex to Council Decision (CFSP) 2025/1577 (1) and in Annex to Council Implementing Regulation (EU) 2025/1578 (2) concerning specific restrictive measures directed against certain persons and entities with a view to combating terrorism.

The Council envisages maintaining the restrictive measures against the above-mentioned person and groups with amended statements of reasons. The person and groups concerned are hereby informed that they may submit a request to the Council to obtain the envisaged statements of reasons for maintaining their designation, by 31 October 2025 , to the following address:
