EXPLANATORY MEMORANDUM

1.CONTEXT OF THE DELEGATED ACT

In accordance with Article 4(1) of Regulation (EU) 2019/1700 of the European Parliament and of the Council establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples, the Commission is empowered to adopt delegated acts in order to supplement that Regulation by establishing or adapting a multiannual rolling planning. The multiannual rolling planning must:

(a) be adopted for a period of eight years;

(b) apply to the collection of data covered by the Regulation;

(c) comply with the periodicity specified in Annex IV to the Regulation;

(d) specify the period during which data are collected for:

(i) the detailed topics attached to the domains listed in Annex I to the Regulation;

(ii) ad hoc subjects requested by users, for the labour force and the income and living conditions domains, as provided for in Annex IV to the Regulation.

This Commission Delegated Regulation therefore establishes a multiannual rolling planning for a period of eight years starting in 2029.

2.CONSULTATIONS PRIOR TO THE ADOPTION OF THE ACT

The Commission carried out appropriate consultations in preparation for this delegated act. The Commission consulted national experts who were invited to expert meetings to discuss the draft delegated act. Consultations took place within the Commission Expert Group: European Directors of Social Statistics and within the Commission Expert Group: National Statistical Institutes of the European Statistical System. The Commission kept both the European Parliament and the Council duly informed of the consultations.

3.LEGAL ELEMENTS OF THE DELEGATED ACT

The objective of this delegated act establishing a multiannual rolling planning is to specify the frequency at which data are collected for the detailed topics attached to the domains listed in Annex I to Regulation (EU) 2019/1700 and ad hoc subjects requested by users, for the labour force and the income and living conditions domains, as provided for in Annex IV to Regulation (EU) 2019/1700. This act establishes the appropriate periodicity of the data collection, on one hand by setting a data collection period for those domains having one data periodicity, and on the other hand by setting a data collection period for those domains having several data collection frequencies and grouping together detailed topics according to their periodicity.

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2019/1700 of the European Parliament and of the Council of 10 October 2019 establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples amending Regulations (EC) No 808/2004, (EC) No 452/2008 and (EC) No 1338/2008 of the European Parliament and of the Council, and repealing Regulation (EC) No 1177/2003 of the European Parliament and of the Council and Council Regulation (EC) No 577/98 1 , and in particular Article 4(1) thereof,

Whereas:

(1)A system of multiannual rolling planning is to be adopted for an eight-year period in order to regulate the collection of data covered by Annex IV to Regulation (EU) 2019/1700 and, in particular, is to comply with the periodicity set out in that Annex and specify the period during which data are to be collected.

(2)The Commission should ensure that this act complies with the principle of proportionality and does not impose a significant burden or cost on Member States or respondents.

(3)The Commission has carried out appropriate consultations of national experts in preparation for this Regulation,

HAS ADOPTED THIS REGULATION:

Article 1

Subject matter

This Regulation establishes the multiannual rolling planning for data collection under Regulation (EU) 2019/1700 for the period 2029-2036.

Article 2

Data collection periods for domains and for associated detailed topics

1. For domains with only one periodicity, as listed in points 3 to 7 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part A of Annex I to this Regulation.

2. For domains with several periodicities, as listed in points 1 and 2 of Annex IV to Regulation (EU) 2019/1700, the data collection period shall be as set out in part B of Annex I to this Regulation. For that purpose, the detailed topics attached to these domains shall be grouped together as set out in Annex II to this Regulation.

Article 3

Data collection periods for ad hoc subjects requested by users

The data collection period for ad hoc subjects requested by users shall be as set out in part B of Annex I.

Article 4

Entry into force

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in the Member States in accordance with the Treaties.
