1.   Resumption of session

The sitting opened at 17.05.

2.   Approval of Minutes of previous sitting

The Minutes of the previous sitting were approved.

3.   Statement by the President

The President made a statement in which he referred to events that had taken place during the summer, including the war in Lebanon, on the subject of which several meetings had been held at Parliament and at European level. He also mentioned the increasing numbers of illegal migrants arriving in Lampedusa and the Canaries, the attempted attacks on airline flights between the UK and the US, and the attacks that had taken place in Turkey.

4.   Tribute

On behalf of Parliament, the President paid tribute to the memory of István Pálfi MEP, who had died on 15.07.2006.

Parliament observed a minute's silence.

5.   Membership of committees and delegations

The President had received the following requests for appointments from the PPE-DE and PSE Groups:

6.   Membership of Parliament

The Hungarian authorities had given notice of the appointment of Antonio De Blasio to replace István Pálfi as Member of Parliament with effect from 31.07.2006.

The British authorities had given notice of the appointment of Brian Simpson to replace Terence Wynn as Member of Parliament with effect from 28.08.2006.

Parliament noted this information pursuant to Rule 4(1).

The President drew attention to the provisions of Rule 3(5).

The President of the Romanian Chamber of Deputies had given notice of the appointment of Sorin Dan Mihalache to replace Valeriu Ştefan Zgonea as an Observer at the European Parliament with effect from 13.07.2006.

7.   Request for the waiver of parliamentary immunity

The Belgian authorities had submitted a request for the waiver of Bogdan Golik's parliamentary immunity in the context of a case pending before the judicial authorities in Brussels.

Pursuant to Rule 6(2), the request had been referred to the committee responsible, the JURI Committee.

8.   Signature of acts adopted under codecision

11.   Texts of agreements forwarded by the Council

Internal Agreement between the representatives of the governments of the Member States, meeting within the Council, amending the Internal Agreement of 18 September 2000 on measures to be taken and procedures to be followed for the implementation of the ACP-EC Partnership Agreement;
