1. Resumption of the session
The sitting opened at 18.05.
2. Tribute
On behalf of Parliament, the President paid tribute to the memory of Mário Soares, former President of Portugal and former Member of the European Parliament.
Parliament observed a minute's silence.
3. Approval of the minutes of the previous sitting
The minutes of the previous sitting were approved.
4. Composition of Parliament
Iliana Iotova had given notice in writing of her resignation as Member of Parliament, with effect from 17 January 2017.
In accordance with Rule 4(1) and (3), Parliament had noted that the seat was vacant from that date and had informed the national authority concerned.
The competent Spanish authorities had given notice of the election to the European Parliament of José Ignacio Salafranca Sánchez-Neyra, to replace Pablo Zalba Bidegain, and Jordi Solé, to replace Ernest Maragall, with effect from 3 January 2017.
The competent Bulgarian authorities had given notice of the election to the European Parliament of Peter Kouroumbashev, to replace Iliana Iotova, with effect from 17 January 2017.
Parliament officially noted their election.
Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, José Ignacio Salafranca Sánchez-Neyra, Jordi Solé and Peter Kouroumbashev would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.
5. Verification of credentials
On a proposal from the JURI Committee, Parliament decided to validate the mandates of Alex Mayer with effect from 15 November 2016 and Tiemo Wölken with effect from 14 November 2016.
6. Composition of political groups
Marco Zanni had left the EFDD Group and had joined the ENF Group with effect from 11 January 2017.
Marco Affronte had left the EFDD Group and had joined the Verts/ALE Group with effect from 11 January 2017.
7. Request for waiver of immunity
The French authorities had forwarded a request to waive the immunity of Mylène Troszczynski in relation to a judicial inquiry opened by the Public Prosecutor of Bobigny.
The French authorities had forwarded a request to waive the immunity of Jean-Marie Le Pen in relation to a judicial inquiry opened by the Public Prosecutor of Paris.
Pursuant to rule 9(1), these requests had been referred to the committee responsible, the JURI Committee.
8. Closure of judicial proceedings against a Member in a Member State
The responsible Greek authorities had informed the President that the judicial proceedings brought before the Thessaloniki Magistrates' Court against Sotirios Zarianopoulos, which had involved a waiver of his parliamentary immunity, had been closed in accordance with Article 43 of the Code of Criminal Procedure of the Hellenic Republic.
9. Composition of committees and delegations

The appointment would be deemed ratified if no objections were raised before the approval of these minutes.
10. Announcement of the candidates for election to the office of President
The President announced that he had received the nominations — satisfying the conditions set out in the Rules — of the Members Eleonora Forenza, Jean Lambert, Gianni Pittella, Laurențiu Rebega, Helga Stevens, Antonio Tajani and Guy Verhofstadt for the office of President.
The President informed Parliament of the procedure that would be followed for the vote.
