COUNCIL DECISION (CFSP) 2026/2385

of 26 October 2026

amending Decision (CFSP) 2016/610 on a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA)

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof,

Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,

Whereas:

On 19 April 2016, the Council adopted Decision (CFSP) 2016/610 (1), which established a European Union CSDP Military Training Mission in the Central African Republic (EUTM RCA) with a mandate until 19 September 2018.

On 24 July 2026, the Council adopted Decision (CFSP) 2026/1856 (2), which extended EUTM RCA by three months, until 31 December 2026, to allow for the completion of the holistic strategic review of EUTM RCA, and of the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA), which was established pursuant to Council Decision (CFSP) 2019/2110 (3).

In the framework of the holistic strategic review of EUAM RCA and EUTM RCA, the Political and Security Committee agreed to extend the mandate of both missions until 31 August 2028 to transition in an orderly manner to other Union instruments to reshape the Union’s engagement with the Central African Republic, as of 1 September 2028. To that effect, a transition strategy will be presented no later than July 2027 on the basis of a political framework for a crisis approach for the Central African Republic to be conducted and presented early 2027. Furthermore, EUTM RCA should be renamed the ‘European Union Military Assistance Mission in the Central African Republic (EUMAM RCA)’.

Decision (CFSP) 2016/610 should be amended accordingly.

EUMAM RCA will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty on European Union,

HAS ADOPTED THIS DECISION:

Article 1

Decision (CFSP) 2016/610 is amended as follows:

(1)

the title is replaced by the following:

‘Council Decision (CFSP) 2016/610 of 19 April 2016 on a European Union Military Assistance Mission in the Central African Republic (EUMAM RCA)’

(2)

throughout the text, the name ‘EUTM RCA’ is replaced by ‘EUMAM RCA’;

(3)

Article 1 is amended as follows:

(a)

paragraph 1 is replaced by the following:

‘1.   The Union shall conduct a Military Assistance Mission in the Central African Republic (EUMAM RCA) in order to contribute to defence sector reform in the Central African Republic within the Central African Republic’s Security Sector Reform process coordinated by MINUSCA.’

(b)

paragraph 5 is replaced by the following:

‘5.   EUMAM RCA shall operate in accordance with the political and strategic objectives set out in the Crisis Management Concept approved by the Council on 14 March 2016. To achieve the objective set out in paragraph 1 and to ensure an orderly transition to other Union instruments, EUMAM RCA shall operate in accordance with updated operational planning documents.’

in Article 10, the following paragraph is added:

‘10.   The financial reference amount for the common costs of EUMAM RCA for the period from 1 January 2027 until 31 August 2028 shall be EUR 12 993 000. The percentage of the reference amount referred to in Article 51(2) of Decision (CFSP) 2021/509 shall be 0 % for commitments and 0 % for payments.’

in Article 13, paragraph 2 is replaced by the following:

‘2.   The mandate of EUMAM RCA shall end on 31 August 2028.’.

Article 2

This Decision shall enter into force on the date of its adoption.
