Link between the Community transit procedure and the Nordic transit system (87/C 24/02)

Measures aimed at facilitating movement between the transit regime used in the Nordic countries (Norway, Sweden, Finland) and the Community transit procedure, used in the Community, Switzerland and Austria, came into application on 1 January 1987. The content of these facilitation measures is as follows: A. The Member States of the European Economic Community, Switzerland and Austria are prepared to give instructions to the customs offices where consignments that have been transported under the Nordic transport system enter the territory of the Community to accept that the information on the goods which has to be shown on the Community transit documents be provided:- either by means of one or more loading lists of the type provided for under the Nordic transit system and corresponding to the attached specimen (Annex I),-or by means of one or more descriptive documents taking the place of those loading lists.In addition, the customs authorities of the Member States of the European Community, Switzerland and Austria are prepared to accept that the customs seals affixed on consignments coming from Nordic countries be used for the purposes of Community transit and enjoy the same protection and possess the same legal significance as the seals affixed by the customs authorities of the Member States of the European Community, Switzerland or Austria. B.The customs offices of Norway, Sweden and Finland, where consignments that have been transported under the Community transit procedure enter their territory, accept that the information on the goods which has to be shown on the Nordic transit system documents be provided:-either by means of one or more loading lists of the type provided for under the Community transit procedure (a specimen is attached (Annex II)),-or by means of one or more loading lists of a type which, although not allying with the attached specimen, must include the main information set out thereon and be suitable for trouble-free use by the customs and statistical authorities.In addition the customs authorities of Norway, Sweden and Finland accept that the customs seals affixed on consignments coming from Member States of the European Community, Switzerland or Austria be used for the purposes of Nordic transit, enjoy the same protection and possess the same legal significance as the seals affixed by the Norwegian, Swedish and Finnish customs authorities. C.The mutual acceptance of loading lists or substitute documents as the descriptive part of the transit documents used in the respective transit zones and the mutual recognition of seals shall be carried out in accordance with the principles and procedures set out below.1. A trader who makes use of the option of employing, as the descriptive part of the customs transit declaration he makes, one or more loading lists or substitute descriptive documents which were attached to the document covering the preceding transit operation, shall be responsible for the proper carriage of all the goods included in those lists or in those descriptive documents.2.The loading list(s) or the substitute descriptive document(s) accompanying the document used in a customs transit operation which must be attached as the descriptive part of the document covering the subsequent transit operation shall be drawn up in a sufficient number of copies to enable them to be attached to each copy of that document.3.In addition to the particulars required by the specific type of loading list or substitute descriptive document, details shall also be given of their number and of any customs seal(s) affixed on the consignment. 4.The copies of the loading list(s) or substitute descriptive document(s) used in a customs transit operation which are to be attached to the document which is to cover the subsequent customs transit operation shall be authenticated by the authorities at the office of departure of the first transit operation. In cases where the loading list(s) or substitute descriptive document(s) have been amended or corrected before leaving the territory in which the first transit operation took place, the amendments or corrections shall be authenticated at the latest by the authorities at the customs office at the point of exit from that territory.5.The customs authorities at the office at the point of entry where copies of the loading list(s) or substitute descriptive document(s) which were attached to the document covering the previous transit operation are presented in support of a customs transit declaration may require a translation of those loading lists or descriptive documents in the language, or one or the languages, accepted by the said customs authorities.
