The Court:

1.

Dismisses the action;

2.

Orders Krajowa Izba Gospodarcza Chłodnictwa i Klimatyzacji to bear its own costs and to pay those incurred by the European Commission;

3.

Orders the Council of the European Union and the European Parliament to bear their own costs.
